"Overcoming the sun and rain"
On February 17, Deputy Prime Minister Tran Hong Ha and his delegation inspected the construction site and visited, presented gifts and encouraged cadres, workers and laborers who are constructing the 500kV power line circuit 3 extension project (Pho Noi, Hung Yen province - Quang Trach, Quang Binh province) at location 345 in Nam Thanh commune, Nam Dan district, Nghe An province and location 175 in Cam Thach commune, Cam Xuyen district, Ha Tinh.
The 500kV line 3 circuit projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) have a total length of about 519 km, passing through 211 communes and wards of 43 districts and towns in 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen.
After the 500kV North-South line circuit 1 was completed in 1994, and circuit 2 was completed in 2005, the 500kV line circuit 3 project is a key, urgent project, playing a particularly important role in national energy security, especially in the Northern region.
Nghe An province is currently implementing two projects of the 500kV line circuit 3. The Quang Trach - Quynh Luu 500kV line project has a total investment of nearly VND 9,821 billion. The Quynh Luu - Thanh Hoa 500kV line project has a total investment of more than VND 4,079 billion.
Reporting to the Deputy Prime Minister and the working delegation, General Director of the National Power Transmission Corporation (EVNNPT) Pham Le Phu said that the 500kV Quang Trach - Quynh Luu transmission line project is one of the four component projects of the 500kV circuit 3 transmission line project from Quang Trach to Pho Noi.
Construction of this section began on January 18, 2024, and is currently underway at locations where the land has been handed over and the conditions for construction have been met. To date, Ha Tinh and Quang Binh provinces have completed the handover of the foundation site. Nghe An province still has 25 sites as of February 15, 2024, and the provincial leaders have committed to handing over the remaining land before February 20, 2024. Currently, there are still many problems in converting forest land use purposes.
According to the EVNNPT General Director, in the past time, implementing the direction of the Prime Minister, Vietnam Electricity Group/National Power Transmission Corporation and contractors have focused resources and constructed the project in the spirit of "overcoming the sun and winning the rain; eating and sleeping quickly; working in 3 shifts, working through holidays and Tet". The investor and contractors also coordinated with local authorities to mobilize local forces and materials to participate in the construction of the project.
At the inspection, Deputy Prime Minister Tran Hong Ha conveyed the Prime Minister's opinion emphasizing that the 500kV line 3 circuit Quang Trach - Pho Noi in general and the Quang Trach - Quynh Luu component project in particular are national key projects. Completing the project on schedule is a political task.
The Deputy Prime Minister welcomed the investor and contractors participating in the project for seriously accepting the Prime Minister's instructions; promoting and spreading the spirit of "Only discussing work, not retreating; overcoming the sun and rain; eating and sleeping quickly; working in 3 shifts and 4 shifts; working through holidays and Tet". The Deputy Prime Minister also welcomed the investor and contractors for mobilizing local people to participate in the project in suitable work items.
The Deputy Prime Minister requested that local authorities consider this as their own project; coordinate with contractors to mobilize local workers to participate in the project; mobilize police and military forces to protect the project. The Deputy Prime Minister emphasized that although it is an urgent project, the project implementation process must focus on quality, efficiency, ensuring labor safety and environmental protection.
Quickly resolve forest land issues to speed up project progress
On the afternoon of February 17, in Ha Tinh province, Deputy Prime Minister Tran Hong Ha chaired a meeting with leaders of central ministries and branches and leaders of Nghe An, Ha Tinh and Quang Binh provinces to discuss solutions, especially removing difficulties and promoting project implementation.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha acknowledged and highly appreciated the efforts, responsibilities, endeavors and achievements of ministries, branches, agencies, investors, project management boards, contractors and staff, workers and laborers in removing difficulties and obstacles, promoting the implementation of expressway projects and the 500kV power line project, circuit 3 extension, especially the Party Committee, government and people of the three provinces of Nghe An, Ha Tinh and Quang Binh.
In particular, the Deputy Prime Minister welcomed localities and units that have committed to achieving and striving to exceed the progress of project implementation as directed by the Government and the Prime Minister.
The Deputy Prime Minister assigned specific tasks and requested relevant entities to continue to seriously and effectively implement the Prime Minister's instructions on expressway projects and 500kV line 3.
In the immediate future, relevant ministries and branches will coordinate and support localities to focus on completing site clearance and handing over to construction units to implement the project. This includes solutions and procedural instructions, especially advising the Government on appropriate legal documents to resolve problems related to land use targets, the use of forests and forest land for construction of public roads; the relocation of technical infrastructure works; continuing to implement the Government's instructions on ensuring filling materials for projects, etc.
Regarding the 500kV 3rd Circuit Power Line Extension Project, Deputy Prime Minister Tran Hong Ha requested the Electricity Group (Electricity Transmission Corporation - EVNNPT) to strictly implement the Prime Minister's direction on closely coordinating with local authorities to mobilize maximum human and material resources to urgently construct the projects; proactively respond to unusual impacts caused by weather, natural disasters, environment... determined to complete the project on schedule; promptly complete the detailed design and hand it over to the locality; ensure security, order, and environmental protection throughout the project implementation process.
