"Learning and research cannot stop because science and knowledge do not stop. Teachers must have that mindset and must have deep expertise in their field," he emphasized.
In addition, in the trend of international integration, improving foreign language proficiency, especially English proficiency for teachers, is extremely urgent. The policy of the Party and State is to improve foreign language proficiency of students, gradually making English the second language in schools. Therefore, the draft law needs to stipulate the minimum foreign language proficiency that teachers must achieve to ensure teaching quality.
"If teachers don't know English, how can they teach students? Math teachers must also know English to teach math in English, Literature teachers must also know English to approach and integrate," the General Secretary stated his opinion.
Regarding the lifelong learning policy, the General Secretary said that if it is stipulated that teachers who reach retirement age are no longer allowed to teach, it will be very difficult and resources will not be mobilized. Because a professor in the education sector, although older, has more prestige and experience, so he needs to be encouraged to participate in education and teaching work.
"There are female teachers who spend their youth teaching in the highlands and cannot build families or official houses, and do not have a place to live," the General Secretary said, asking the drafting agency to research specific policies to encourage and motivate teachers and talented people to work in the highlands.
In particular, for teachers in special environments such as prisons, remote areas, and particularly difficult areas, according to the General Secretary, there must be specific policies.
The General Secretary hopes that when the Law on Teachers is enacted, it will truly create favorable conditions for those working in education. "The Law must be welcomed and enthusiastically received by teachers, truly honored and created favorable conditions for teachers. If the Law is not enacted, teachers will find it more difficult," the General Secretary emphasized.
This morning, authorized by the Prime Minister to submit to the National Assembly the draft Law on Teachers, Minister Nguyen Kim Son said that the Law is expected to overcome the local surplus and shortage of teachers; have specific and breakthrough policies to support and attract talents to the education sector, helping those with passion to work in remote, border and island areas.
The Government proposed that the National Assembly delegate the right to actively recruit teachers to the education sector. The Ministry of Education and Training is the agency in charge of developing strategies, projects, plans for development and management of the total number of teachers to meet the actual needs of each locality and each level of education.
Currently, the three main laws that directly affect the activities of teachers are the Law on Civil Servants, the Law on Education and the Labor Code. Of which, the Law on Civil Servants regulates general issues on recruitment, employment and management of civil servants. The Law on Education regulates comprehensive issues on the national education system, including teachers. It is a framework law, so the regulations on teachers are not complete and comprehensive, especially in terms of recruitment, employment and management.
