4 Centers in 4 metropolitan areas
In particular, there is a plan to form 4 large University Education Centers in 4 urban areas: Hanoi, Da Nang, Ho Chi Minh City and Can Tho.
Specifically, the universities planned to be the core of 4 major Higher Education Centers in the country include:
The Hanoi Metropolitan Higher Education Center is based on the Vietnam National University, Hanoi and the Hanoi University of Science and Technology. The Ho Chi Minh City Metropolitan Higher Education Center revolves around the Vietnam National University, Ho Chi Minh City.
The Center for Higher Education in the Da Nang metropolitan area is built on three pillars: Hue University, Da Nang University and Duy Tan University . The Center for Higher Education in the Can Tho metropolitan area takes Can Tho University as the center.
Thus, this Government plan will include: 2 National Universities, 2 Regional Universities (Hue University and Da Nang University): will be upgraded to National Universities, 2 Universities that have been converted to Universities recently: Hanoi University of Science and Technology and Duy Tan University, 1 University.
Have a non-public educational institution
Among the 7 universities and colleges planned as core in 4 major urban areas, there are 6 public educational institutions and 1 non-public educational institution (Duy Tan University).

At the same time, Digital Higher Education will become an important pillar of the higher education system, accounting for 30% of the scale (calculated by the number of recognized academic credits).
The plan focuses specifically on developing the Digital Higher Education Network to create a breakthrough in achieving the goal of increasing scale, improving training quality and efficiency, and forming a network of higher education institutions by key sectors and fields in the national digital higher education system.
