In the Hai Phong City Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister on December 2, 2023, the railway transport orientation through the city has 2 national routes and 4 urban routes.

Specifically, the new Hanoi - Hai Phong route (part of the Lao Cai - Hanoi - Hai Phong and Lang Son - Hanoi - Hai Phong railways) will be built parallel to the Hanoi - Hai Phong expressway (to Nam Hai Phong station) connecting Hai Phong International Gateway Port with Dinh Vu, Nam Do Son and Lach Huyen port areas. Accordingly, the starting point of the route will be in An Lao district, and the end point will be at Lach Huyen port.
Constructing a new coastal railway route Nam Dinh - Thai Binh - Hai Phong - Quang Ninh (including the Nam Hai Phong - Ha Long section).
At the same time, build 4 urban railway lines and stations connecting urban areas, functional areas and main traffic hubs of the city. Gradually convert the Hanoi - Hai Phong railway line in the inner city area (existing) into an urban railway. Research and invest in building inner-city subway lines.
According to the Railway Network Planning for the 2021-2030 period, with a vision to 2050, the new Hanoi - Hai Phong route (part of the Lao Cai - Hanoi - Hai Phong railway route) is planned to have a gauge of 1,435mm, a length of about 102km; investment roadmap: Before and after 2030.
The Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway is planned to be 101km long, 1,435mm gauge; investment roadmap: After 2030.
