Who is eligible for the bonus?

The bonus regime for civil servants and public employees is based on outstanding work achievements and the results of annual assessment and classification of task completion. The subjects specified in Decree No. 73/2024 of the Government are as follows: Cadres and civil servants from central to district levels; cadres and civil servants at commune level; civil servants in public service units as prescribed in the Law on Civil Servants.

People who work under labor contracts as prescribed by the Government for certain types of work in administrative agencies and public service units in cases where they are eligible or have an agreement in the labor contract to apply salary classification according to Decree No. 204/2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.

Employees working within the payroll quota at associations receive state budget support for operating expenses according to regulations in Decree No. 45/2010 of the Government regulating the organization, operation and management of associations.

Officers, professional soldiers, workers, defense officials and contract workers of the Vietnam People's Army; salaried officers, non-commissioned officers, police workers and contract workers of the People's Public Security; people working in key organizations.

The bonus regime prescribed above is used for extraordinary rewards based on work performance and annual rewards based on the results of evaluation and classification of the level of work completion of each salaried person in the agency or unit.

Heads of armed forces units as prescribed by the Ministry of National Defense and the Ministry of Public Security; Heads of competent agencies or those authorized to manage cadres and civil servants, and heads of public service units are responsible for developing specific regulations to implement the bonus regime applicable to subjects on the salary list of the agency or unit;

At the same time, send it to the direct superior management agency for management, inspection and public implementation in the agency or unit.

Bonus mode

Decree No. 73/2024 stipulates the bonus regime for civil servants and public employees based on outstanding work achievements and annual assessment and classification of task completion levels.

Bonus regime is used to reward unexpected work performance and annual rewards based on evaluation results and classification of work completion level of each salaried person in the agency or unit.

The head of an agency or unit with the authority to manage or delegate the authority to manage cadres and civil servants and the head of a public service unit is responsible for developing specific regulations to implement the bonus regime applicable to subjects on the salary list of the agency or unit and sending them to the direct superior management agency for management, inspection and public implementation within the agency or unit.

The Ministry of Home Affairs has also issued a number of contents to note when implementing the bonus regime for civil servants and public employees.

Accordingly, in the process of implementing the bonus regime, the head of the competent authority or the person authorized to manage cadres, civil servants and the head of the public service unit shall develop the bonus regulations of the agency or unit in accordance with the provisions of Clause 3, Article 4 of Decree No. 73/2024.

Stipulate reward criteria based on outstanding work achievements (expressed in specific products and results) and reward criteria based on the results of assessment and classification of annual task completion levels of salaried employees in agencies and units;

The amount of money for the case of bonus based on outstanding work achievements and the case of bonus based on the results of the assessment and classification of the annual task completion level does not necessarily have to be linked to the salary level according to the salary coefficient of each person;

Regarding the process and procedures for considering rewards, it is proposed to classify them into two implementation contents, including bonuses based on outstanding work achievements and bonuses based on the results of assessment and classification of annual task completion level.
