The National Assembly continues to discuss and vote to pass laws and resolutions.

Continuing the 5th Session, on the morning of June 23, at the National Assembly House, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly voted to pass the Law on Bidding (amended) with 93.12% of the total number of National Assembly deputies participating in the vote in favor.

Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee and delegates attended the meeting.

The Law on Bidding (amended) consists of 10 Chapters, 96 Articles and takes effect from January 1, 2024. The amended Law has many new points compared to the current Law, such as: on the subjects of application of the Law on Bidding, on prohibited acts in bidding activities; on some cases of contractor selection in special cases; on competitive bidding; additional provisions on bidding package prices; on selection of contractors to supply chemicals and medical equipment; provisions for cases not covered by health insurance and purchasing vaccines for joint injection in the form of services; The Law also provides guidance on the procurement of drugs and medical supplies by private medical examination and treatment facilities; on incentives for domestically produced drugs; regulations on inspection, examination and supervision of bidding activities; regulations on cases where situations arise that are not specified in the contractor selection plan and bidding documents; regulations on handling of complaints in bidding activities; The Law on Bidding (amended) has ensured consistency and uniformity with the Law on Construction and the 2015 Civil Code, specifically reflected in the amended articles of the draft Law and clarified the responsibility of state management of bidding, ensuring consistency and avoiding overlap...

Next, the delegates discussed in the hall the draft Law on Management and Protection of National Defense Works and Military Zones. The draft Law consists of 6 Chapters and 34 Articles. The content of the draft Law is based on 4 groups of policies, including: (1) Completing regulations on determining the scope of protection of national defense works and military zones and the content of management and protection of national defense works and military zones; (2) Management and protection regime for prohibited areas, protected areas, safety belts, ammunition depot safety belts, technical safety corridors of military antenna systems of national defense works and military zones; (3) Changing the purpose of use, dismantling, and relocating national defense works and military zones; (4) Policies for localities, agencies, organizations, households, and individuals in areas and regions affected by the requirements of management and protection of national defense works and military zones.

Through discussion, the National Assembly deputies basically agreed on the necessity of promulgating the Law on Management and Protection of National Defense Works and Military Zones for the reasons stated in the Government's Submission; believing that the content of the draft Basic Law is consistent with the Party's guidelines, policies and guidelines, consistent with the Constitution, ensuring consistency in the legal system, and compatible with relevant international treaties to which Vietnam is a member. The deputies said that the draft Basic Law dossier is complete in accordance with the provisions of the Law on Promulgation of Legal Documents; has added a report on gender equality integration, 2 draft decrees and 1 draft circular; many research documents have been carefully and meticulously prepared. The deputies also highly appreciated the drafting agency for being prompt, serious and responsible in researching, absorbing and explaining a number of issues that the National Assembly deputies were interested in during the discussion session in the Group on this Law project.

In the afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, after listening to the report on explanation, acceptance and revision of the draft Resolution, with 470 delegates participating in the vote in favor (accounting for 95.14%), the National Assembly voted to pass the Resolution on taking a vote of confidence, a vote of no confidence for people holding positions elected or approved by the National Assembly, People's Council (amended). The Resolution has amended and supplemented a number of new contents such as: on the subjects of taking a vote of confidence; on the process of taking a vote of confidence, a vote of no confidence at the National Assembly, People's Council; on the consequences of taking a vote of confidence, a vote of no confidence; on how to calculate the percentage of the results of the vote of no confidence;... This Resolution takes effect from July 1, 2023.

Then, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the draft Law on Real Estate Business (amended). Participating in the discussion, delegates expressed their agreement with the necessity of amending the law to institutionalize the Party's policy on healthy, safe, sustainable development, smooth operation of the real estate market; strictly managing the restructuring of the real estate market, land, land resources; building real estate market information associated with land information, urban development, real estate business projects in accordance with planning, market demand, housing development, especially social housing, ensuring harmony of interests of the State, people and businesses; making the market transparent; ensuring social justice for each group of policies and specific provisions in the draft Law.
