On the morning of June 28, with 464/469 delegates present voting in favor, the National Assembly passed a Resolution on the investment policy for the North-South Expressway construction project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section.

The resolution stated that the goal of the policy is to build a key expressway connecting the Central Highlands with the Southeast region, connecting Binh Phuoc, Dak Nong provinces and other localities in the region and Ho Chi Minh City, creating new space and development momentum for the Central Highlands and the Southeast region. In addition, it also exploits the potential of land use, develops tourism, processing industry, mineral exploitation industry, and gradually restructures the economy of the Central Highlands.

The project is approximately 128.8km long, divided into 5 component projects.

Component project 1 is invested under the public-private partnership method, Build-Operate-Transfer (BOT) contract type, and is subject to investment guarantee mechanisms and revenue reduction sharing mechanisms according to the provisions of law on investment under the public-private partnership method.

The project applies advanced and modern technologies, ensuring safety, synchronization, quality and efficiency. The National Assembly encourages the application of high technology in construction organization and adaptation to climate change. Implement non-stop automatic toll collection in exploitation and operation.

Preliminary land use demand of the project is about 1,111 ha. Of which, rice land is about 12 ha, other agricultural land is about 1,041 ha, residential land is about 12 ha; production forest land is about 46 ha. Clearance of the entire route at once according to the planning scale.

The total investment of the project is about 25,540 billion VND, including central budget capital of 10,536.5 billion VND, local budget capital of 2,233.5 billion VND, and capital arranged by investors of 12,770 billion VND.

The National Assembly set the project implementation schedule from 2024, basically completed in 2026, and put into operation in 2027.

The Government is responsible to the National Assembly for implementing, managing, exploiting and operating the project in accordance with the Resolution.

The Government needs to urge and inspect localities assigned to be the managing agencies or competent agencies and responsible for the progress and quality of the project. In addition, manage and use capital and resources and implement specific mechanisms to save, be effective, prevent corruption and negativity; direct localities to ensure capital sources for project implementation.

Before the National Assembly passed and presented the report explaining and revising the resolution, Chairman of the Economic Committee Vu Hong Thanh said that some opinions said that investing in a 2-lane scale for the 2km section connecting the Gia Nghia - Chon Thanh expressway to the Ho Chi Minh road section from Chon Thanh to Duc Hoa would create a bottleneck in traffic, causing congestion and traffic safety. Therefore, it is proposed to consider investing in the connecting section with a scale of 4 lanes.

In response to the opinions of National Assembly Deputies, the Government adjusted the draft Resolution towards synchronous investment of the entire project on a complete 4-lane scale.

According to Mr. Vu Hong Thanh, many delegates said that the project completion schedule in 2026 is not feasible, and suggested studying and adjusting the project completion time. Taking into account this opinion, the Government proposed adjusting the project implementation schedule from 2024, basically completing it in 2026, and putting it into operation in 2027 to ensure feasibility.
