The 2024 Vietnam Ethnic Culture Festival is the first event to be held in Quang Tri province. In order for the festival to be successful and leave a good impression, the province is currently actively preparing the necessary conditions. Regarding this meaningful cultural event, Quang Tri Newspaper reporters interviewed the Director of the Department of Culture, Sports and Tourism (VH,TT&DL) LE MINH TUAN.
Great festival of the peoples
- Sir! It is known that the 2024 Vietnam Ethnic Culture Festival will be held in Dong Ha City, Quang Tri Province from December 14, 2024 to December 16, 2024. Could you please tell us about the scale and main activities of this festival?
- The 2024 Vietnam Ethnic Culture Festival has the participation of 16 provinces and cities across the country, including: Bac Giang, Da Nang, Dak Lak, Dak Nong, Lam Dong, Lang Son, Nghe An, Quang Binh, Quang Nam, Quang Ngai, Gia Lai, Son La, Thanh Hoa, Hue, Vinh Phuc and Quang Tri. The festival's steering agencies are the Ministry of Culture, Sports and Tourism and the People's Committee of Quang Tri province.
The festival includes cultural, sports, tourism and many other meaningful activities. Cultural activities include: Mass art festival; performance of national costumes and introduction of festival excerpts, traditional cultural rituals; display, introduction and promotion of traditional culture, performance, processing and introduction of traditional local cuisine.
Cultural activities of the festival will take place at the Quang Tri Provincial Cultural - Cinema Center, No. 1A, Hung Vuong Street, Dong Ha City. Sports activities and traditional folk games will take place at the Quang Tri Provincial Multi-purpose Gymnasium, Truong Chinh Street. Traditional sports and traditional folk games will take place here, including: stick pushing, tug of war, slingshot or crossbow shooting. For tourism activities, provinces will participate in a competition to demonstrate community tourism skills; skills in welcoming guests and explaining and introducing community tourism destinations.

In addition to the main activities, within the framework of the festival, there will be a photo exhibition "Ethnic minorities in Vietnam accompanying the country's development" and an exhibition "Cultural colors of Vietnamese ethnic groups".
- What is the purpose of the Vietnam Ethnic Culture Festival, sir?
- The Vietnam Ethnic Culture Festival is a meaningful activity to honor the good traditional cultural values, preserve and promote the cultural identity of Vietnamese ethnic minorities in the unified and diverse culture of the community of 54 Vietnamese ethnic groups. At the same time, it creates conditions for localities to exchange, learn, and share experiences, contributing to raising awareness and consciousness in preserving and maintaining national cultural identity, building and protecting the Fatherland.
The festival contributes to building and developing Vietnamese culture and people to meet the requirements of sustainable national development according to Resolution No. 33-NQ/TW dated June 9, 2014 of the 11th Party Central Committee; Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo. Raising awareness and responsibility of all levels, sectors and all classes of people in the work of preserving and promoting national cultural identity.
This is also an opportunity for artisans, actors, athletes, and ethnic minority communities working in tourism to meet, exchange experiences, raise awareness and consciousness in preserving and promoting traditional cultural values of ethnic minorities in the country in general and Quang Tri province in particular in the period of integration and development of the country.
The festival is an important opportunity to promote the diverse culture of ethnic minorities in Vietnam in general and Quang Tri in particular, to promote understanding and increase recognition of the unique cultural identity of each region, making Vietnam a notable highlight on the global cultural map with its own unique characteristics.
-To make the festival successful and have a wide influence, what are the requirements for the organization, sir?
- The organization must ensure unity, science, and flexibility in the direction between the Ministry of Culture, Sports and Tourism, the People's Committee of Quang Tri province, and the provinces and cities participating in the festival. The programs participating in the festival must be carefully prepared, with typical, appropriate content and high artistic value, meeting the creative and enjoyment needs of the people, promoting the role of the cultural subjects of ethnic minorities, ensuring the preservation and promotion of traditional cultural values associated with modern factors.
Currently, Quang Tri province has prepared all conditions to host the Vietnam Ethnic Culture Festival. The Department of Culture, Sports and Tourism - the standing agency of the festival organizing committee, has advised the Provincial People's Committee to issue plans to organize the festival, in which it assigns relevant departments, branches and localities to carry out contents such as: propaganda, security, logistics, funding and other conditions to organize the festival. Advise the Provincial People's Committee to issue a decision to establish the organizing committee and sub-committees to serve the festival. Direct specialized departments and units under the department to prepare conditions to serve the organization of activities at the festival. Direct the implementation of propaganda work before and during the organization of the festival.
The Department coordinates with the Ministry of Culture, Sports and Tourism to develop a schedule of activities at the festival and related contents, and urgently complete the final steps to successfully organize the Vietnam Ethnic Culture Festival in 2024.
Blend into the colorful picture of ethnic cultures
-How do you evaluate the ethnic minority community of Quang Tri province in the general picture of ethnic minority communities participating in the festival?
- Ethnic minorities in Quang Tri province account for about 14% of the province's population, with two main ethnic communities being Bru-Van Kieu and Pa Ko, living concentrated in Huong Hoa and Dakrong districts and some communes of Cam Lo, Gio Linh and Vinh Linh districts.
-Ethnic minorities in Quang Tri have many good traditional cultural values such as: traditional craft festivals, culinary culture and folk remedies, typical traditional art forms.
In the general picture of the ethnic minority community participating in the festival of ethnic minorities in Quang Tri province, there are both similarities and unique characteristics, expressing national identity. Therefore, it can be said that the ethnic minority community of Quang Tri is a piece that contributes to completing the overall colorful picture, imbued with the unique identity of the culture of Vietnamese ethnic groups.
- Can you tell us what special programs and performances the host team Quang Tri will bring to the 2024 Vietnam Ethnic Culture Festival?
- As the host, Quang Tri will fully participate in cultural, sports and tourism activities during the 2024 Vietnam Ethnic Culture Festival. Here, artisans, actors and athletes of the Van Kieu and Pa Ko ethnic groups from Huong Hoa and Dakrong districts will have elaborately staged programs and activities. These programs recreate the unique and typical cultural features of the Van Kieu and Pa Ko ethnic groups of Quang Tri through folk songs, dances, costumes; traditional cultural festival activities, folk games; typical traditional cuisine...
- The festival is also an opportunity for ethnic minority communities in tourism in provinces and cities to meet, exchange and share experiences. So how has the Department of Culture, Sports and Tourism seized this opportunity to contribute to promoting tourism development in the province?
-We realize that the festival is an opportunity to promote, introduce, and spread more strongly the tourism potential and strengths of Quang Tri province. Therefore, the Department of Culture, Sports and Tourism has directed the review and inspection of the quality of hotels and accommodation services in the province; advised and directed the improvement and upgrading of the quality of accommodation services, professional and friendly service staff to ensure the most thoughtful service for delegates and tourists attending the festival.
At the same time, guide tourism businesses in the province to have policies to stimulate demand, promote, and link to build dual stimulus policies to create resonance, spread, and encourage the purchase and use of tourism products and services by tourists coming to Quang Tri during the festival.
Assign staff to act as focal points for information, guiding delegations to participate in activities at the festival and visit historical sites and scenic spots in the province. Within the framework of the festival, the Center for Investment, Trade and Tourism Promotion coordinated with the Department of Industry and Trade, the Department of Agriculture and Rural Development to display OCOP products of Quang Tri province; the Provincial Tourism Association set up a booth to display typical local specialties and traditional products.
