A series of projects in Dung Quat Economic Zone have encountered problems with site clearance, affecting project progress for many years. Leaders of Quang Ngai Provincial People's Committee directed Binh Son District People's Committee to urgently resolve the issues.

According to the report of Binh Son District People's Committee on the implementation results, construction progress, compensation, site clearance, resettlement arrangements for cases with outstanding issues in 5 projects: Investment project to build infrastructure for Van Tuong resettlement area; Main traffic route connecting the North and South of Van Tuong urban center; investment in building main roads to the East Dung Quat Industrial Park, route No. 6; Dung Quat 1 inter-port main road; Anti-erosion embankment combined with rescue, evacuation, resettlement, boat mooring road - Ca Ninh dam (phase 1). These projects are located in Dung Quat Economic Zone.
For example, the main traffic route connecting the northern and southern centers of Van Tuong urban area has a total length of about 9.6 km with a total investment of about 400 billion VND. The project started construction in 2014 and is expected to be put into use in 2018.
However, up to now, the project still has about 3 km through Binh Tri and Binh Hai communes, Binh Son district, which have not been completed. This project was not completed on schedule due to land acquisition problems in many locations, so construction could not be carried out. Up to now, this project has only completed more than 83% of the total construction value.
Similarly, the Project to invest in the construction of the main roads to the Eastern Dung Quat Industrial Park (Route No. 6), leading to the Dung Quat Heavy Industrial Park, has a total investment of 63 billion VND. This is an open traffic axis connecting National Highway 24C with the Eastern Industrial Park to exploit potential and effectively use land resources to attract investment enterprises. Up to now, the roadbed on the route has only been constructed with 80% of the volume of earthwork, and construction has had to be temporarily suspended due to land clearance problems.
Implementing the direction of the Provincial People's Committee in Conclusion No. 180/TB-UBND dated April 17, 2024, Binh Son district has actively removed obstacles for each project; however, there are still some households that have not dismantled or relocated their houses to hand over the land for project implementation.
Regarding the project of Hoa Phat Joint Stock Company, the Company's representative presented difficulties and problems regarding compensation, site clearance, resettlement, procedures regarding land price coefficients for the Hoa Phat Dung Quat 2 Iron and Steel Complex Project; improvement of the traffic corridor around Hoa Phat Dung Quat 2; and raw water supply for the Hoa Phat Dung Quat Iron and Steel Complex.
Regarding the above difficulties, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien requested Binh Son District People's Committee to urgently implement measures to remove and resolve difficulties and obstacles in compensation and site clearance work according to its authority; continue to implement propaganda and mass mobilization measures so that people clearly understand legal regulations to create consensus and promptly hand over the site to implement projects.
In addition, the Vice Chairman of the Quang Ngai Provincial People's Committee requested Binh Son district to coordinate with relevant units and people to carry out land recovery procedures for each project, implement compensation measures for each specific case in a way that benefits the people, promptly hand over the site so that investors can implement the projects according to the set plan, put the works into use soon, and promote efficiency.
