Da Nang: Flood on flood

In Da Nang, on October 17, heavy rain continued to cause residential areas of groups 27, 36, 42, 47 in Hoa Khanh Nam Ward (Lien Chieu District) to flood again, some places were flooded more than 1 meter deep. From October 13 to 17, thousands of people living in residential areas of Hoa Khanh Nam Ward rushed twice to raise their belongings, lock their doors and follow the authorities to escape the flood. Mr. Bui Trung Khanh, Chairman of Hoa Khanh Nam Ward People's Committee, said that yesterday, local authorities and armed forces organized the evacuation of more than 1,000 people from the flooded area.

On the same day, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Da Nang City said that continuous heavy rains damaged many traffic works; landslides occurred on many roads. The Da Nang Department of Transport deployed forces to concentrate vehicles to overcome the consequences and issued notices prohibiting vehicles from traveling on some roads to ensure safety.

On the afternoon of October 17, a delegation from the National Steering Committee for Natural Disaster Prevention and Control (PCTT) led by Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep, Deputy Head of the National Steering Committee for PCTT, inspected the response to tropical depression in Da Nang City.

The working group inspected the Tho Quang fishing port and fishing port area, where more than 1,000 boats of all kinds of fishermen from Da Nang and the Central provinces are anchored to take shelter from the tropical depression. Here, Deputy Minister Nguyen Hoang Hiep requested the Da Nang City Border Guard Command to increase calls for boats to come ashore or leave the dangerous area; maintain contact with boats at sea; strictly control boats, especially small fishing boats near the shore, and not be subjective with the tropical depression strengthening into a storm near the shore.

According to the Deputy Minister of Agriculture and Rural Development, to avoid people having to flee floods every year, leading to property and human losses, Da Nang City needs to study specific solutions to overcome urban flooding.

"Da Nang is located on the coast, the advantage is that when heavy rain meets low tide, the water recedes very quickly, but the disadvantage is that if the tide is too high, it will become a "dyke" blocking the water, making it difficult to drain, causing flooding for the city. A developing city, a tourist city cannot let this situation affect it. The city must have a strategy to drain water quickly, accepting forced pumping in some places," Deputy Minister Nguyen Hoang Hiep proposed.
