Beneficiaries of policies in the field of meritorious people; poor households; the elderly; workers in especially difficult circumstances; subjects at nursing, rehabilitation, and concentrated treatment centers... are all cared for by Ninh Binh province, with their material and spiritual lives taken care of during the 2024 Lunar New Year.
Over the past year, the work of caring for people with meritorious services has been of interest to Ninh Binh province, demonstrated through many practical and effective policies. The Provincial People's Committee submitted to the Provincial People's Council to issue Resolution No. 102/2023/NQ-HDND dated July 12, 2023, stipulating the policy of concentrated rehabilitation care for people with meritorious services to the revolution and relatives of martyrs in the province and the Implementation Plan; re-issuing hundreds of "Fatherland's Gratitude" Certificates due to being torn or lost.
Continuing to implement Resolution No. 23 of the Provincial People's Council, 521 subjects in 347 poor households with members who have contributed to the revolution have been supported, with a total budget of over 7.8 billion VND. In 2023, the Provincial Leadership Delegations visited and presented over 172,000 gifts, worth over 50 billion VND to people with meritorious services; of which, on the occasion of the Lunar New Year 2023, the whole province received and presented over 77.4 thousand gifts, worth over 24.6 billion VND. At the same time, organize memorial ceremonies, light candles in gratitude on the occasion of War Invalids and Martyrs Day, Tet, National Day September 2... to ensure practicality, solemnity and meaning.
In poverty reduction, Ninh Binh province has issued 1 Resolution, many programs, plans, guidelines and organized the synchronous implementation of poverty reduction solutions. Typically: Construction and repair of houses for poor households according to Resolution No. 43/2023/NQ-HDND of the Provincial People's Council.
In 2023, the Provincial People's Committee approved support for 500 houses for poor households, with a total cost of 41.55 billion VND. By the end of 2023, support will be provided to complete and put into use 495 houses, 5 houses proposed to be implemented in 2024.
At the same time, direct and guide localities to review and check the results of reviewing poor and near-poor households and determine the income of agricultural, forestry and fishery households with an average living standard in 2023. As a result, the whole province has 5,905 poor households, reaching a rate of 1.86%; 7,207 near-poor households, reaching 2.27%; 87,930 households with an average living standard, reaching 27.66%. As a result, the reduction in the number of poor and near-poor households in 2023 exceeded 31.7% compared to the plan assigned by the province at the beginning of the year.
On the occasion of the 2024 Lunar New Year, in order to take care of each subject, Ninh Binh province divides into specific groups of subjects, strengthens the leadership of Party committees and authorities at all levels in taking care of Tet, ensuring the goal of better caring for the lives and material and spiritual life of policy beneficiaries in the field of meritorious people; poor households; the elderly; workers in especially difficult circumstances; typical organizations and individuals; cadres on duty during Tet and subjects at the Centers for nurturing, rehabilitation, and concentrated treatment under the Department of Labor, War Invalids and Social Affairs...
Accordingly, the Provincial People's Committee requested departments, branches, sectors and localities to effectively carry out visits and gift giving to the right subjects, with full policies and regimes, in a timely manner in accordance with current financial regulations. Mobilize maximum social resources with diverse and rich forms to bring practical results in order to better care for people in difficult circumstances, ensuring that everyone has Tet, in accordance with policies, right subjects, publicly and democratically.
The recipients of gifts and support on the occasion of Lunar New Year include: Gifts from the President to meritorious people, poor households and gifts from the province to outstanding groups and individuals; the elderly; military families; non-staff preschool teachers... It is expected that hundreds of thousands of gifts will be given on the occasion of Lunar New Year to the recipients, worth hundreds of billions of VND, contributing to ensuring social security policies in the province.
Along with the province's concern, with the fine tradition of "love others as you love yourself, the whole leaf covers the torn leaf" of the Vietnamese people, each locality, unit, organization, socio-political organization, enterprise, businessman, collective, individual volunteer all have plans with creative programs and activities in taking care of Tet for the subjects, especially those in difficult circumstances, disadvantaged, lonely, orphaned, and destitute in the area where they live and are in charge. All aim to organize and implement well the social security policy, take care of the material and spiritual life of the people; pay timely attention and have appropriate support policies, ensuring that everyone, every family can enjoy Spring, welcome Tet warmly and happily.
