On September 26, Myanmar's military government called on armed opposition groups to stop fighting and start negotiations to bring peace after three and a half years of conflict.
According to AFP , this is considered a rather surprising proposal, but it comes after the Myanmar military suffered a series of disadvantages on the battlefield when confronting ethnic minority armed groups and the People's Defense Force (PDF) established after the 2021 coup.
In addition to facing civil war, the military government is also grappling with the aftermath of Yagi, a storm that caused massive flooding that killed more than 400 people and left hundreds of thousands in need of assistance.
Faced with this situation, the Myanmar military has asked ethnic minority armed groups and the FDF to "stop fighting and negotiate to resolve political issues".
The military government's statement said armed groups should follow "the path of party politics and elections to bring lasting peace and development. The country's human resources and basic infrastructure, as well as the lives of many people, have been lost, and the country's stability and development have been hindered (by the conflict)".
Padoh Saw Taw Nee, a spokesman for the Karen National Union, which has been fighting the military for decades for more autonomy in the area along the border with Thailand, said talks could only take place if the military agreed on “common political goals”.
"First: The military will not participate in politics in the future. Second: They (the military) must agree to the federal democratic constitution. Third: They must be responsible for everything they have violated. No one is exempt. If they do not agree to that, everything will continue to happen. We will continue to put pressure on them politically and militarily," he said.
Myanmar’s military has long pledged to hold elections when conditions allow. Census takers are expected to begin collecting data in early October in preparation for a vote that could take place in 2025.
According to statistics from a local monitoring organization, about 5,700 civilians have been killed since the 2021 coup.
