Ho Chi Minh City's transport sector is studying two options for building an underpass under Ton Duc Thang Street, near Nguyen Hue walking street, with a total investment of VND1,359-1,477 billion.
The options for undergrounding the route along the Saigon River are being studied by the Ho Chi Minh City Department of Transport, in order to be suitable for the spatial planning of the 930-hectare core area of the central area.
Ton Duc Thang Street is one of the five oldest avenues in Ho Chi Minh City. The route is located in the center of District 1, about two kilometers long, starting at the intersection of Le Duan Street, then running through Ba Son area and curving along Bach Dang Wharf Park to Khanh Hoi Bridge. This route directly connects Nguyen Hue walking street, Me Linh Square, Bach Dang Wharf, and is one of the main routes between the central area with District 4 and the South Saigon area.

The undergrounding of Ton Duc Thang Street is being studied for nearly one kilometer, from the foot of Ba Son Bridge (formerly Thu Thiem 2) to Khanh Hoi Bridge. In which, option one will build a closed tunnel 765 meters long, from a location near Ngo Van Nam Street, stretching across Me Linh Square, Dong Khoi, Nguyen Hue Street. The two ends will be open tunnels, one side connecting to the approach road to Ba Son Bridge, the other side is Khanh Hoi Bridge.
The remaining option, a closed tunnel also starts near Ngo Van Nam Street, but only connects to the beginning of Nguyen Hue Street, with a total length of 683 m. The two ends are also made into open tunnels similarly. The total investment for the two options above is estimated at about 1,477 billion VND and 1,359 billion VND, respectively.
The Department of Transport said these are only preliminary studies according to the plan. The options will be carefully calculated to ensure suitability and feasibility.

Previously, according to the architectural management regulations approved by the Ho Chi Minh City People's Committee in 2022, Ton Duc Thang Street along Bach Dang Wharf was planned to be moved to the ground level with an underground parking lot, the space above reserved for pedestrians. When built, the underground road will allow two-way traffic, with the parking lot planned to be located about 100 meters from Me Linh Square towards Ngo Van Nam Street.
Along with Ton Duc Thang Street, the area between Me Linh Construction Site next door will also have an underground floor built, creating a "sunken garden", surrounded by retail stores, cafes, restaurants... This "sunken garden" is directly connected to the underground parking lot under Ton Duc Thang Street and surrounding buildings.
On the ground, Me Linh construction site dedicates 50% of its area to green space, building fountains, creating an open space... Between the construction site and Saigon River, there are bus stations, light rail, water taxis, convenient for pedestrians...
