On the afternoon of September 5, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son, Permanent Deputy Head of the Working Group on the implementation of the Capital Law, chaired the meeting of the Group.
At the conference, Director of the Hanoi Department of Justice Ngo Anh Tuan deployed Decision No. 4279/QD-UBND on the establishment of a Working Group and a Working Group to assist in the implementation of the Capital Law.

Specifically, the Working Group has three main tasks: Directing, urging, and inspecting agencies and units under the city in implementing the Capital Law.
Coordinate with ministries and branches in implementing tasks according to the plan and direction of the Government and central agencies on the implementation of the Capital Law; coordinate and link the implementation of the Capital Law with the implementation of the Capital Master Plan and the Capital Planning.
Regarding legal documents under the authority of the Government, the city directed specialized departments and branches to participate in the development of 6 decrees, including: Decree detailing the organization and operation of the People's Committees of wards in Hanoi; Decree stipulating the conditions, order, procedures, educational programs, granting of diplomas and certificates for implementing educational linkages, teaching integrated educational programs;
Decree detailing the implementation of investment projects under the public-private partnership model in the fields of culture and sports; Decree detailing the management and use of underground space; Decree detailing the Law on the Capital on construction-transfer contracts and Decree detailing the establishment or participation in the establishment of enterprises, and capital contribution to enterprises to commercialize the results of scientific research and technology development.

Regarding the progress of drafting documents to implement the Capital Law, according to their authority, the People's Council and People's Committee of the city will draft and issue 114 legal documents and individual documents; 87 documents are Resolutions issued by the People's Council of the city and 27 documents are under the authority of the People's Committee of the city. Regarding the progress, 39 documents will be issued in 2024, the remaining documents will be issued in 2025 and the following years.
Speaking at the meeting, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son suggested that, for the list of legal documents and individual documents that must be issued to guide the implementation of the Capital Law effective from January 1, 2025, units need to comply with the deadline for submitting to the City People's Committee and the City People's Council for consideration according to the shortened process and procedures in accordance with the provisions of the Law on Promulgation of Legal Documents.
The Deputy Head of the Working Group on the Implementation of the Capital Law requested the Department of Justice, as the standing agency of the Working Group, to clearly define the tasks that need to be performed, such as organizing seminars, discussions, proposing to hire experts, etc., to draft legal documents and specific documents implementing the Capital Law, and report to the city for consideration.
