The Ho Chi Minh City People's Committee has just issued two decisions to remove obstacles in granting permits for basement construction in the city, which have been stuck for nearly a year.

Recently, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong signed a decision to add underground space planning to the management regulations of the 1/2000 planning project of the existing 930-hectare central area of ​​Ho Chi Minh City approved by the Ho Chi Minh City People's Committee.

At the same time, the Ho Chi Minh City People's Committee also decided to supplement regulations on underground space planning management with 1/5,000, 1/2,000 zoning plans, and 1/2,000 detailed plans that have been approved in Ho Chi Minh City.

Within 15 days, the City People's Committee requests the Department of Planning and Architecture and the People's Committees of Districts 1, 3, 4 and Binh Thanh to be responsible for publicly announcing the content of the adjustment and supplementation according to regulations.

Specifically, these decisions have added underground space for low-rise housing and individual housing, allowing the construction of a maximum of 1 basement for parking and technical floors. If an individual house wants to build 2 or more basements, it must have a detailed plan or a master plan.

For high-rise buildings (apartments), service and public works and headquarters, construction works in export processing zones, industrial parks, high-tech zones... basements are allowed, but must comply with construction regulations and standards.

The number of basements and their locations are specifically determined in the detailed planning project, construction permit drawings, basic designs, national technical regulations on construction planning, specialized construction standards, architectural management regulations, urban design, etc.

Underground construction must pay attention to ensuring standards, construction boundaries, construction permits, ensuring safety for the community, the project itself and neighboring projects...

Within 15 days, the City People's Committee requests the Department of Planning and Architecture and the People's Committees of Districts 1, 3, 4 and Binh Thanh to be responsible for publicly announcing the content of this adjustment and supplement according to regulations.

Previously, the project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060, included underground space planning. Meanwhile, the existing central area of ​​930 hectares, although covered with 600 planning projects based on the city's general planning approved in 2010, still does not include underground space.

This “blockage” has caused the application for a building permit for a house with a basement to not be processed by the authorities. Not only that, the granting of permits for building basements for commercial housing projects has also been suspended.
