The scope of the planning study is about 98.30 hectares, including the protected relic area and buffer zone, located in Sai Son commune, Phuong Cach commune, Yen Son commune and Quoc Oai town, Quoc Oai district.

The planning objective is to preserve and maintain the outstanding historical, cultural, scientific, geological and geomorphological values of the special national historical relic of Thay Pagoda and the rocky mountain areas of Sai Son, Hoang Xa and Phuong Cach; promote and effectively exploit the values of the relic, form an attractive tourist destination, create revenue for the locality, contribute to the economic restructuring, and create resources to preserve the relic.
At the same time, determine the protection boundary, as a basis for management and marking the boundary of the relic; determine functional areas, residential conservation areas, landscape and environmental protection areas. Organize landscape architecture space and arrange technical infrastructure suitable for the stages of conservation and promotion of relic values.
Provide a legal basis for the work of establishing, appraising, approving, attracting investment resources and implementing component projects for the preservation, restoration, rehabilitation and promotion of the value of relics according to approved planning. Develop regulations on management and control of architectural and landscape planning space of relic areas and solutions for management and protection of relics according to planning.
