Approval of Local Adjustment of Urban Subdivision Planning N1, Me Linh District

According to the Decision, the area for local adjustment of the N1 Urban Zoning Plan is determined according to the planning block with the symbol I.7.3 with the following boundaries: The East borders the Tien Phong Flower Village Residential Area project and planning block I.7.5; The North borders Tien Phong lagoon; The South borders the Minh Giang - Dam Va Residential Area project (phase 2); The West borders National Highway 23B and planning block with the symbol I.7.2. The area of ​​planning block with the symbol I.7.3 is about 47.61 hectares, the population is about 6,800 people (remains the same).

The adjustment aims to resolve difficulties and shortcomings in the implementation of projects previously approved by competent authorities, and consider the inheritance of the project's legal process in the area after expanding the administrative boundaries of Hanoi Capital. Ensure the feasibility of implementing the plan.

At the same time, clearly define the scope, level and content of the adjustment; ensure continuity and synchronous connection of technical infrastructure and social infrastructure in the adjusted area and surrounding areas; ensure the framework indicators specified in the approved N1 Urban Zoning Plan and comply with current standards, norms and regulations; study the arrangement of concentrated schools at all levels, meeting the requirements for developing the inter-level school system in the current period and in accordance with actual needs. At the same time, it serves as a basis for implementing construction investment projects and as a legal basis for competent agencies and local authorities to manage architectural planning and construction investment management according to approved planning.

The adjustment content focuses on 04 areas, related to 11 functional land plots with the following main contents:

Move and concentrate the land plots with public functions for residential units (symbol CC2), secondary schools (symbol TH2), kindergartens (symbol NT2) to the location of the land plot with the new housing group function (symbol NO1) to combine with the land plot with the primary school function (symbol TH1) to form a cluster of inter-level schools, public residential units. Adjust and increase the architectural planning index of primary and secondary school land: construction density 14÷35%, 2÷3 floors high to construction density 14÷40%, 2÷5 floors high.

Move the mixed-use land plot (symbol HH) to the position of the land plot with symbol NT2 and part of the new housing group land plot (symbol NO10), reduce the mixed-use land area from 1.29ha to 0.75ha to increase the new housing land area expected to be used for social housing. The old mixed-use land plot combined with part of the residential green land plot (symbol CXKV6, area 0.11ha) is adjusted to become the new housing group land (symbol NO1). The mixed-use land architectural planning index is adjusted from 15 floors to a maximum of 21 floors, consistent with the maximum height of the new housing group land.

Adjust part of the new housing group land (symbol NO9, NO10) adjacent to the 48m road axis into green land (symbol CX5, CX6) with a total area of ​​0.51ha.

The area of ​​planning block I.7.3 decreased by about 0.26 ha after updating the approved red line boundary in the Local Adjustment Project of the Detailed Planning of Minh Giang - Dam Va Residential Area (Phase 2) according to Decision No. 1957/QD-UBND dated March 27, 2017 of the City People's Committee.

The City People's Committee assigns the Department of Planning and Architecture to inspect and confirm the drawing of the Local Adjustment of the Urban Subdivision Planning N1 at a scale of 1/2000 at the planning block with symbol I.7.3 in accordance with this Decision; Store planning project records according to regulations.

The People's Committee of Me Linh district presides over and coordinates with the Department of Planning and Architecture to organize the public announcement of the approved planning for organizations, agencies and people to know and implement. The Chairman of the People's Committee of Me Linh district and the Inspector of the Department of Construction are responsible for inspecting and supervising construction according to the planning, handling cases of construction that violate the planning according to their authority and regulations of law.
