Returning to Phu Minh village, Ky Phu commune (Ky Anh district), after the pilot implementation of land conversion and concentration, the fields were planned into large, flat, square plots connected by internal roads like a chessboard. Mr. Tran Van Thoan - Vice Chairman of the Commune People's Committee helped us visualize each production area: "This entire 65-hectare field is a VietGap rice production area; away from the main road, on the other side is 15 hectares of organic rice production. The commune also planned 3 hectares of organic fish and rice production owned by the cooperative and is moving towards exploiting eco-tourism. Land conversion is truly a great revolution, we have reduced from 1,680 plots to 116 plots, an average of about 0.3 hectares/plot or more; production is carried out according to the traceability process according to the supply chain".

The 2023 spring crop is considered the most successful rice harvest ever in Ha Tinh.
This shift is thanks to the district's major policies, from re-planning production areas, restructuring to forming commodity value chains. According to Mr. Nguyen Thanh Hai - Vice Chairman of the People's Committee of Ky Anh district, up to now, the locality has carried out land accumulation and concentration in 8 areas of 7 communes, with a total area of 378.63 hectares, after conversion the average area is 0.66 hectares/plot, 86% of households still have 1 plot/household; implementing the demolition of small plots to form large plots in 44 fields with a total area of 366.28 hectares. Large fields are organized for production with "1 variety using quality seeds, 1 season, 1 process", associated with building the brand and trademark of Ky Anh rice products. From production development, many collective economic models have been formed and promoted effectively, playing a good role as a bridge between production and the market such as: the rice product consumption model between the Phu Minh Village Rice Growing Cooperative (Ky Phu Commune) and TCH One Member Co., Ltd. (Ky Giang Commune); the organic pig farming model between Mr. Tran Van Hop's household (Ky Phong Commune) and Que Lam Organic Agriculture One Member Co., Ltd. (Que Lam Group)...
Resolution No. 06-NQ/TU dated November 18, 2021 on leadership and direction of land concentration and accumulation associated with new rural construction in the period of 2021 - 2025 and the following years of the Provincial Party Committee is a great driving force for localities to be determined to successfully implement the third land conversion.
“The district also builds supply chains for clean, organic agricultural products and OCOP products associated with trade promotion to help products reach the market. It is expected that by the end of August 2023, 100% of products in the district's chain will apply the traceability system, gradually integrating information with the province's product and goods traceability information portal. By the end of 2023, land accumulation and concentration will reach 1,000 hectares, applying technical advances; continuing to increase the value of rural economic sectors, striving to complete the criteria for rural economic development this year" - Mr. Hai added.
Not only Ky Anh district, production in the direction of concentrated goods; standardization and standardization of agricultural products to maximize value and improve agricultural economic efficiency is an inevitable trend of localities throughout the province. In Cam Xuyen district, after land conversion, agricultural production efficiency increased by 16-20% compared to traditional production. In particular, the district has built a pilot of 8 groups of organic and circular models (rice, organic vegetables, soybeans, watermelons, organic pig farming, circular pig farming) in association with Que Lam Group, as the "nucleus" in developing rural economic value chains. Mr. Truong Xuan Ha (village 5, Cam Minh commune) shared: "At the end of December 2022, the facility invested in machinery and technology to process organic pork products including sausages, ham, fried sausages under the brand name "Ngan Ha Organic Clean Food". Currently, in addition to being consumed through the company's chain of stores, products are also taking advantage of online sales channels and promoting trade to consumers inside and outside the province.
From the organic pig farming model associated with Que Lam Group, Mr. Truong Xuan Ha boldly invested in building a clean product processing chain and expanding the supply market.
It must be said that, in nearly 2 years (2022-2023), localities have made important breakthroughs in agricultural restructuring. In particular, Resolution 04-NQ/TU dated July 15, 2021 on focusing on leadership and direction in implementing the Project "Piloting the construction of Ha Tinh province to meet NTM standards in the period of 2021-2025"; Resolution No. 06-NQ/TU dated November 18, 2021 on leadership and direction in implementing the concentration and accumulation of land associated with NTM construction in the period of 2021-2025 and the following years of the Provincial Party Committee, are the "compass" for developing agriculture, farmers and rural areas. From here, the Provincial People's Council and People's Committee have specified through resolutions, decisions, and directive documents on building new rural areas, including agricultural and rural economic development such as: mechanisms and policies to support the creation of resources to successfully build Ha Tinh province to meet new rural standards in the 2022-2025 period; policies to encourage agricultural and rural development associated with building the province to meet new rural standards...
The whole province currently has nearly 40 concentrated aquaculture areas with a total area of over 1,800 hectares (minimum 30 hectares/area).
According to the Provincial New Rural Area Coordination Office, the province has implemented nearly 10,700 hectares of rice fields that have been converted from small plots into large plots, consolidated and exchanged, and leased land use rights; nearly 40 concentrated aquaculture areas with a total area of over 1,800 hectares (minimum 30 hectares/area); 36 growing areas have been assigned codes; the Phuc Trach grapefruit growing area of the Phuc Trach Anh Quan Grapefruit Production Cooperative (Phuc Trach commune, Huong Khe) has been assigned a code for export to European countries and Russia; 22 production chains supplying safe food with certification, linked to traceability and transparency of product origin. Along with that, more and more "owners" of farmers, cooperatives, and cooperatives with sufficient capacity are participating in the rural economy, promoting the application of science and technology, digitalization and advanced quality management (VietGAP, VietGAHP, GMP, HACCP, ISO... organic). Ha Tinh agricultural products have therefore gradually joined e-commerce platforms and trade promotion. Up to now, the whole province has nearly 1,000 products on the province's e-commerce platform (Hatiplaza.com). In addition, establishments have proactively connected and brought products to major e-commerce platforms in Vietnam such as: Voso.vn, Postmart.vn, Sendo.vn, Shoppe.vn...

Mr. Nguyen Van Viet - Director of the Department of Agriculture and Rural Development said: “According to the assessment, the rural economy has grown quite well, shifting towards commodity production; many establishments have invested in upgrading technology and modernizing production. The average income per capita in rural areas in 2022 will reach 46.08 million VND (5.5 times higher than in 2010); the poverty rate will decrease to 3.79% (23.91% in 2011). To complete the criteria for rural economic development, the most difficult thing now is attracting enterprises to process and consume products according to large-scale production chains; while resources to implement key programs/projects must be allocated to many criteria and fields. Along with that, agricultural products are only seasonal; the economic capacity of producers is limited; Policies on vocational training and job creation are still facing difficulties, greatly affecting the restructuring process of the agricultural sector.
In the journey of building new rural areas in Ha Tinh, the “One Commune One Product” (OCOP) program continues to play a key role in effectively exploiting local resources and promoting traditional and cultural values of each region. This is also a “playground” for training and fostering OCOP production entrepreneurs as pillars and leaders of the rural economy with the goal of creating jobs and increasing income for people.

The Hien Ngoc deer antler production facility of Ms. Nguyen Thu Hien and Mr. Tran Van Ngoc in village 7, Son Giang commune (Huong Son) currently owns 4 OCOP-standard products including: fresh deer antlers, deer antler wine, sliced dried deer antlers, and powdered dried deer antlers. Ms. Hien shared: “In 2019, the opportunity came to us when we participated in OCOP, my husband and I invested an additional 2 billion VND to expand the factory, buy dryers, slicing machines, dry grinders, packaging machines... After nearly 4 years (standardized since the end of 2019), the facility's products have been present in all markets nationwide and exported to Laos.
Currently, the facility is cooperating with 200 livestock households, purchasing an average of over 3 tons of fresh deer antlers each year with a production revenue of over 12 billion VND, an increase of about 40-50% compared to before joining OCOP. We are registering to build 4-star OCOP products, expanding the scale of cooperation to build an OCOP product chain from deer antlers associated with community economic development while developing the facility into a production and business - consumption center of the region."

Also seizing the opportunity from OCOP, KC Ha Tinh Co., Ltd. (Thach Dai commune, Thach Ha) chose to "fight" in the difficult field - processing, exporting rice products and building to meet 4-star OCOP standards. At the beginning, KC Ha Tinh was the only enterprise that "dared" to invest in a processing technology line of up to 30 billion VND, with a capacity of over 25,000 tons/year; building raw material areas inside and outside the province with high-quality input rice products. At the end of 2019, Ngoc Mam rice was recognized by the province as meeting 4-star OCOP standards, officially exported to many countries around the world (African countries, ASEAN bloc...) with nearly 18 thousand tons/year of rice, agricultural products and fertilizers. Mr. Nguyen Khanh Tung - Director of the company said: "We prioritize the application of digital technology in production, business management and customer search. Currently, the company is focusing on exploiting the market from e-commerce platforms, the highest goal is to be able to set up a warehouse at Amazon.com and export goods to the US.
Up to now, Ha Tinh has 286 products meeting OCOP standards, including 14 4-star products and 272 3-star products. The whole province has 20 stores following the OCOP distribution chain. According to the assessment, the sales of 100% of establishments increased by an average of 40% or more compared to before participating in OCOP. Not only confident in the domestic market, many products have also found export markets such as: Nguyen Lam sesame rice paper, Mai Dung jellyfish, Anh Thu ram cake, Nam Chi spring roll rice paper, Ba Huong cu do, Luan Nghiep fish sauce... The OCOP program also screens production entities that play a pivotal role, acting as a driving force for rural economic development.

Mr. Vo Ta Nghia - Deputy Director of the Department of Industry and Trade said: “By 2025, Ha Tinh strives to have at least 300 products and services certified to meet OCOP standards of 3 stars or higher; 40% of OCOP entities are cooperatives, 30% of entities are small and medium enterprises; 50% of craft villages and traditional craft villages have OCOP products, of which 30% of OCOP entities have built value chains in the direction of circular economy, green OCOP associated with stable raw material areas; 50% of OCOP entities participate in modern sales channels. This requires production to continue to be standardized from the input quality to the output of products. Along with that, OCOP entities need to improve management capacity, market access to orient production; strengthen linkages between OCOP establishments in the same group to support each other, increase output, reduce costs and build a common brand. This is also a solution to solve the problem of developing agricultural logistics chains associated with trade promotion and modern sales channels."
Leading this journey is Ha Tinh City in focusing on exploiting its strengths and building multi-value urban agricultural models. After 3 years, many models have not only brought outstanding economic efficiency but also become attractive community tourism destinations, contributing to the formation of a sustainable urban agricultural ecosystem in the city.

Mr. Nguyen Huu Quyen - Director of Lien Nhat Agricultural and General Service Cooperative (Thach Ha Commune - Ha Tinh City) said: “The “3 in 1” model was built to produce organic rice, raise aquatic products and open eco-tourism services. Currently, the infrastructure has been basically completed with a production area and floating huts providing food services. Visitors coming here, in addition to enjoying the cuisine produced right at the model, can experience catching giant freshwater prawns, fishing, exploring the countryside landscape... Starting to welcome guests from April 30, 2023 until now, we welcome about 2,000 visitors per month. In particular, the cooperative has become a center for consuming some agricultural products of local people, creating jobs for many local workers”.
Welcoming the "new wind" of community tourism, the districts are also strongly exploiting the advantages of the locality, implementing the green tourism model in Hoa Thi village, Tho Dien commune (Vu Quang), Phu Lam village, Phu Gia commune (Huong Khe). In particular, Son Kim 2 commune (Huong Son) was chosen by the Central Government as the location to build a model for developing a chain of agricultural and rural tourism linking destinations, forming tours associated with agricultural production, craft villages, preserving and promoting cultural values and protecting the environment in Ha Tinh, which will open up opportunities to become a new development pole in the West. Moreover, this new model will be the nucleus of diffusion, creating a "leverage" for economic development, promoting and consuming regional products.

Along with services and tourism, industrial and handicraft development is a field that is expected to create great opportunities to "attract" workers from the agricultural sector, promote economic restructuring, create jobs, and increase income for people. Mr. Le Xuan Tu - Deputy Director of the Department of Industry and Trade said: "According to the Provincial Planning for the period 2021-2030, 100% of districts, towns, and cities have industrial parks and clusters (ICs). Currently, the occupancy rate of ICs with secondary investment and production and business projects reaches 56.05%. Currently, many investors have researched and established investment projects in ICs in the area such as: wood pellet project at Gia Pho IC; garment project, noodle production, packaging... at Phu Viet IC; projects at Thai Yen, Thach Kim ICs... will be the "locomotives" to promote rural economic development".
According to the Deputy Director of the Department of Industry and Trade, in order to develop industrial parks in a substantial way, it is still necessary to return to the problem of improving the quality and scale of production to go beyond the "village pond" and reach the industrial scale. Along with that, the locality needs to strictly manage land management, not grant land use rights outside industrial parks for production and business purposes; promote the implementation of infrastructure support policies and support for production and business establishments in industrial parks according to Resolution No. 86/2018/NQ-HDND dated July 18, 2020 of the Provincial People's Council; mobilize socialization, invite businesses to invest in industrial parks...
To meet the production and business needs of enterprises, Trung Luong Industrial Park has adjusted its planning to expand by an additional 19.8 hectares.
The rural economy is developing in depth, modernly and sustainably. However, new momentum is needed to create a breakthrough towards the goal that by 2025, the average income of rural people will be at least 60 million VND/year, and the multidimensional poverty rate in rural areas will be lower than the average of the North Central region according to the pilot project to build a province that meets the new rural standards.
