On the morning of September 23, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense sent a telegram to the Chairmen of the People's Committees of Tho Xuan, Yen Dinh and Thieu Hoa districts to issue an Alert Level II on Cau Chay River.

The water level of Cau Chay River through Thieu Hoa district is rising.

At 7:00 a.m. on September 23, 2024, the water level on Cau Chay River at Xuan Vinh Hydrological Station was +8.70m (0.3m below Level II). According to the flood warning bulletin on Cau Chay River of Thanh Hoa Provincial Hydrometeorological Station in Document No. CBLU58/08h20/THOA, dated September 23, 2024, the water level of Cau Chay River at Xuan Vinh Hydrological Station is likely to reach Level II Alert (+9.00m) at around 10-11:00 a.m. on September 23, 2024. The Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense issued an Alert Level II on Cau Chay River, requesting the Chairmen of the District People's Committees to immediately deploy dyke patrols and protection according to the alert levels.

Organize inspection, review and be ready to deploy plans to ensure the safety of dike works; especially key areas of dikes and culverts under the dikes.

Proactively implement plans to evacuate people living in riverbank areas to ensure safety of people and property.

Organize a 24/7 duty seriously, closely monitor the developments of rain and floods to be ready to handle situations from the first hour; promptly inform and report to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Natural Disaster Response and Search and Rescue.
