Coc Sam 1 village, Phong Nien commune has 121 households. This is one of the typical economic development villages of the commune with many good models and creative ways, including the economic development model of growing fruit trees combined with beekeeping for honey of Mr. Tran Huu Thuong's family.

As a result, the total grain output of the commune in 2023 reached more than 2,000 tons; the commune has more than 370 hectares of fruit trees, the harvest value reached 5 billion VND; 16 hectares of tea, the output reached 123 tons; the total livestock herd is more than 12,000 heads, poultry is more than 164,000 heads, and more than 72 hectares of water surface for aquaculture. Stable economic development contributes to the goal of building new rural areas. In 2023, Phong Nien has 10/16 model villages.
Along with Phong Nien, Son Hai is also a locality that has promoted the role of propaganda and mobilization in economic development. The commune's 7 propaganda teams have strengthened propaganda and spread typical economic development models among the people, thereby creating a competitive atmosphere for good production and business.

Bao Thang district currently has 14 commune and town propaganda committees, 188 propaganda teams with 754 members, 100% of which are headed by Party cell secretaries. Propaganda and mobilization work has been given attention, increasingly going into depth, diversifying forms of information and propaganda, through which the Party and State's policies and guidelines, and local political tasks are conveyed promptly, creating consensus among the people. In particular, propaganda and mobilization work to focus on economic development has been creatively implemented by propaganda teams, contributing to the locality achieving important results in this field.

Since the beginning of the term, the economic growth rate of Bao Thang district has reached an average of 14.22%/year, the value of products per hectare of cultivation has reached 106 million VND/year, the average income of people has reached 64.6 million VND/year, the poverty rate has decreased to 4.72%.
Identifying the breakthrough areas as agriculture and rural areas, focusing on concentrated development, forming specialized areas applying high technology and linking product consumption, this orientation is closely followed by propaganda teams to propagate and mobilize in accordance with the local situation.
