Purchased thousands of devices beyond regulations

On August 26, a source of Thanh Nien reporter said that the Chief Inspector of Vinh Long province has just signed and issued an inspection conclusion on the compliance with legal policies in the implementation of the equipment investment project to implement the General Education Innovation program for grades 2 and 6 in Long Ho district, Binh Minh town and Vinh Long city. The inspection results showed that the units had many violations in the process of purchasing teaching equipment.

Specifically, on May 7, 2021, the Chairman of Vinh Long Provincial People's Committee issued a decision on allowing investment preparation and assigning units to prepare reports proposing investment policies for projects to purchase minimum equipment to implement the general education program for the period 2021-2025 in Vinh Long province.

On this basis, the Departments of Education and Training of Vinh Long City, Binh Minh Town and Long Ho District carried out the project of investing in equipment to implement the General Education Innovation Program for grades 2 and 6, purchasing minimum teaching equipment for 49 primary schools and 28 secondary schools. The total approved value of the investment projects is more than 40 billion VND (Vinh Long City more than 11 billion VND; Binh Minh Town more than 18 billion VND; Long Ho District more than 9 billion VND).

The Department of Education and Training of Vinh Long City is one of three units identified by the Provincial Inspectorate as having many violations in purchasing teaching equipment.

According to the inspection results, all 3 Departments of Education and Training only proposed based on the actual needs of the schools, without checking and comparing the quantity of each type of equipment, equipment used for 2 subjects but proposed separately for each subject, leading to the proposal of some types of equipment with a larger quantity than the regulation. Specifically, in Vinh Long City, 161 more devices were purchased than the regulation; in Binh Minh Town, 1,600 more devices were purchased and in Long Ho District, 200 more devices were purchased.

Incorrect valuation

According to the inspection conclusion, 3/3 consulting units that set up the project did not conduct actual surveys at schools, did not check and compare the quantity of each type of equipment according to regulations, but only based on the quantity provided by the Department of Education and Training, leading to the establishment and approval of projects with some types of equipment having a larger quantity than prescribed.

Specifically, during the price appraisal process, the Department of Education and Training of Binh Minh City requested to appraise the price of animal samples soaked in jars from 120 jars to 120 sets (360 jars), submit for approval of the project estimate, prepare bidding documents, bid and supply 120 sets. This led to schools being given 20 sets (60 jars) more than the regulation of 7 jars/subject classroom. Or for art desks and chairs (2/3 of the project), the appraisal unit only based on the technical specifications agreed upon by the Department of Education and Training of Vinh Long province, without checking, leading to technical specifications not being in accordance with the detailed description of the equipment, making the use not highly effective.

In addition, the inspection conclusion also showed that the valuation unit of 3/3 investment projects was Tay Nam Valuation Company Limited and the appraiser did not conduct a field survey, collect information on the market but only based on 3 quotes from 3 units to appraise the price, not following the correct valuation process. There was even 1 quote prepared by the appraiser (with the price recorded) to legalize all 3 quotes. For items that had not been manufactured, the appraiser took the manufacturer's estimated price, but did not report to the Department of Education and Training and did not show it in the appraisal result report, which is not in accordance with regulations. Some equipment did not state the model, origin, or material, but the appraiser did not ask for clarification and still performed the valuation...

Proposal to handle many individuals and units

The Chief Inspector of Vinh Long province recommends that the Director of the Department of Education and Training of Vinh Long rectify the management work, based on the assigned functions and tasks according to regulations, promptly issue documents guiding the Department of Education and Training and affiliated units in investing and purchasing equipment in accordance with regulations. At the same time, review the responsibilities of the deputy head and civil servants of the Department of Finance and Planning under the Department of Education and Training of Vinh Long in advising and guiding detailed descriptions (art tables) not in accordance with regulations. Similarly, recommend that the Director of the Department of Planning and Investment of Vinh Long rectify the work of appraising investment projects for the Department of Culture and Society under the department.

In particular, it is recommended that the Chairman of the People's Committee of Vinh Long City and the People's Committee of Long Ho District review the responsibilities of the two heads of the Department of Education and Training under their management for the limitations and shortcomings that the inspection has concluded. It is recommended that the Chairman of the People's Committee of Binh Minh Town review and handle the responsibilities of Mr. Le Van Thoi, former Head of the Department of Education and Training of the town, who did not check and verify, leading to the proposal of a larger quantity than the regulations and signed the request for price appraisal, thereby approving and implementing the purchase of more than 80 sets of animal specimens with the amount of 216 million VND. Review and handle the responsibilities of Mr. Nguyen Ba Truyen, Deputy Head of the Department of Education and Training of Binh Minh Town, due to violations during the project implementation process without inspection, leading to incorrect implementation of regulations... Review and handle the responsibilities of Mr. Dinh Chi Khai, specialist of the Department of Finance and Planning of Binh Minh Town. After reviewing and handling the responsibilities, transfer the file to the competent authority for inspection and handling according to the regulations of the Party.

The conclusion of the Vinh Long Provincial Inspectorate also recommended that the Chief Inspector of the Vinh Long Department of Finance inspect, sanction and submit to the competent authority to sanction administrative violations in the field of price management according to regulations against Tay Nam Valuation Company Limited (Ward 3, Vinh Long City, Vinh Long) and Mr. Huynh Duy Khoa, an appraiser of this company, for violating the valuation process.
