With special political significance, Minister of Transport Nguyen Van Thang requested units to focus resources, human resources, and material resources to construct and ensure the smooth operation of the Ho Chi Minh route from North to South in 2025.


On the afternoon of November 18, in Ho Chi Minh City, Minister of Transport Nguyen Van Thang had a working session on the implementation of a number of projects invested by the Ho Chi Minh Road Project Management Board.

There is not much space left but it is difficult.

Mr. Nguyen Van Quy, Director of the Ho Chi Minh Road Project Management Board, said that the unit is implementing the investment project to build the Ho Chi Minh Road section Chon Thanh - Duc Hoa and the Rach Soi - Ben Nhat, Go Quao - Vinh Thuan sections.

In particular, the Ho Chi Minh road construction investment project, Chon Thanh - Duc Hoa section, is nearly 73km long, passing through the provinces of Binh Duong (30.85km), Tay Ninh (21.7km), Long An (20.2km). The total investment of the project is 2,293 billion VND, of which the cost of site clearance, compensation, and resettlement support is over 264 billion VND. The project is scheduled to be completed in 2025.

Mr. Quy said that the compensation and site clearance work of this project has reached 97.1%, with 2.1km remaining on the main route. Of which, the remaining area in Binh Duong province is about 100m, Tay Ninh province is about 1.7km, Long An province is about 300m and the expansion of 9 intersections.

Regarding construction, the progress of three construction packages (project started on November 18, 2023) reached about 40.8%, meeting the plan. The project's disbursement also reached 81.58%.

Mr. Quy said that the biggest difficulty at present is mainly the land acquisition work. Although the Ministry of Transport has issued a document requesting local authorities to coordinate and support, local authorities are still confused. These are cases where there have been previous decisions to recover land but no payment has been made, or a part of the money has been paid, or compensation has been paid but the remaining amount is supplemented with resettlement support policies, additional value of assets on land, additional value of land use rights, leading to slow progress in implementing land acquisition work in localities.

Similarly, the Ho Chi Minh Road construction investment project, Rach Soi - Ben Nhat, Go Quao - Vinh Thuan section (passing through Kien Giang and Bac Lieu provinces) has a total length of 51.94km. The total investment is 3,904 billion VND, of which the cost of site clearance, compensation, and resettlement support is 538 billion VND. The completion time of this project is also in 2025.

To date, the project has not yet completed the relocation of technical infrastructure because the localities are carrying out the procedures for approving the plan and selecting the construction unit. The project has two construction packages, the project started on March 6, 2024, to date the total progress has reached 14.7%, 6.81% behind schedule.

According to the plan, localities must hand over the entire site by August 2024, but up to now, 19% of the site remains. The GPMB sub-project investor has encountered difficulties in handling cases of households living on public land since before 2014, so they have not been compensated for the land, and the people do not agree to hand over the site.

In addition, the total demand for sand for the project is about 1.85 million m3, but so far only about 0.5 million m3 of sand from commercial mines has been identified. Due to the shortage of sand materials, the construction of the service road system has not been completed, only about 5/45km of service road has been completed and only 11/25 bridges have been accessed for construction, the remaining 4/25 bridges do not have access roads and roads.

Identify problems and propose solutions

At the meeting, Deputy Minister of Transport Nguyen Duy Lam stated that the investment project to build the Ho Chi Minh road from Chon Thanh to Duc Hoa is currently very favorable, with only about 2.1km left. According to the Deputy Minister, the compensation has been going on for a long time, so the plan must be rebuilt according to the payment time.

You must work with the local authorities to see where the difficulties and problems are to resolve them completely.

For the Rach Soi - Ben Nhat, Go Quao - Vinh Thuan section, this is an extremely difficult project, partly expanding the old National Highway 61, partly building a new route, but both have to deal with weak soil, the waiting time for loading is very long.

Kien Giang province is very active in site clearance work. Up to now, when the land is available, there are no construction materials and the public road is not yet completed. Therefore, the Ho Chi Minh Road Project Management Board must be more determined.

Concluding the meeting, Minister of Transport Nguyen Van Thang said that the Ho Chi Minh Road projects are very important to the Ministry of Transport and the country. These are the final sections to complete the Ho Chi Minh Road from North to South, which is of special interest to the National Assembly. Due to its high political significance, Mr. Thang requested that units resolutely complete the project according to the proposed plan.

The Minister assessed that despite the advantages and difficulties in implementing the project, the units have made efforts. However, there are still many challenges to promote and complete the project as planned.

Regarding the recommendations to solve the difficulties in material sources, the Minister said that contractors are not correctly identifying the nature of the problem. These are projects that are not publicly bid, contractors must proactively source materials, and have backup plans when facing difficulties. The leaders of the Ministry of Transport have stepped in, working with localities to resolve the problem, but the main responsibility lies with the contractors, and the lack of materials cannot be used as an excuse to affect the overall progress.

The Minister requested the Ho Chi Minh Road Project Management Board to be more proactive in the project implementation process, identify difficulties and propose solutions. Every week, the Board must meet with contractors, evaluate progress and quality, and be responsible to the Minister and Deputy Minister in charge of the project.

When listening to Mr. Nguyen Van Quy, Director of the Ho Chi Minh Road Project Management Board, report that the Rach Soi - Ben Nhat section is facing difficulties in terms of land clearance and may not be completed until 2026, Minister Nguyen Van Thang requested that the entire project must be completed in 2025 as originally planned, without delay.

"At all costs, it must be completed by 2025. Anyone who talks about delaying it should stand aside," said Minister Nguyen Van Thang.

Regarding the difficulties and challenges that the project is facing, the Minister requested the Project Management Board to proactively work with the locality to gradually resolve them. At the same time, contractors must increase the mobilization of materials to the construction site, in addition to sand, they must also mobilize aggregate materials for the next phase of construction.

Sections that require technical solutions to treat weak ground must be calculated right now to proactively manage time. However, the Minister requested that the quality of the project must be put first, ensuring both progress and quality.
