General Secretary To Lam requested that there must be a clear strategy for private economic development, eliminating perceptions and thoughts about the private economy and increasing rewards and honors for this economic sector.


On the afternoon of March 7, in Hanoi, General Secretary To Lam chaired a working session with the Central Policy and Strategy Committee on developing the private economic sector in Vietnam.

Attending the meeting were comrades: Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Committee's Policy and Strategy Committee; Nguyen Chi Dung, Party Central Committee member, Deputy Prime Minister; comrades of the Party Central Committee, representatives of leaders of a number of central departments, ministries and branches; leaders of the Central Committee's Policy and Strategy Committee; experts, economists, etc.

After listening to the opinions of experts, economists and representatives of ministries and branches, speaking at the working session, General Secretary To Lam assessed that the groups of solutions proposed by the Central Policy and Strategy Committee were quite comprehensive, had many good contents and had strategic orientation.

The General Secretary emphasized that we must change our thinking and awareness in order to change our behavior, actions, and specific policies towards the private economic sector.

The General Secretary stated that it is necessary to continue to eliminate all perceptions, thoughts, concepts, attitudes, and prejudices about the private economy. Persistently change the mindset of small-scale farmers and fragmentation, build an industrial mindset, big-picture thinking, big business, and a business and startup movement throughout society. Strengthen and further expand forms of rewards and honors for the private economic sector, commensurate with the contributions and effectiveness of this economic sector.

The General Secretary noted that there must be a clear strategy for the development of the private economic sector in accordance with the current development level of the economy, with the new geo-economic and geopolitical space of the country and taking into account changes in the world's geo-economic and geopolitical landscape to ensure that the private economy has enough capacity to develop with high adaptability, resilience and competitiveness...

The General Secretary requested that there must be a clear strategy on the priority sectors and fields of national development so that all enterprises and economic sectors can look at them to focus on investment and development orientation; it is necessary to focus on improving a basic step in infrastructure and human resources to serve common development; creating favorable conditions for all enterprises to develop...

The General Secretary pointed out that the key to creating a breakthrough is to remove "institutional" bottlenecks, quickly improve the investment and business environment, remove barriers and obstacles to business development, consistently implement the viewpoint that "people and businesses are allowed to do what is not prohibited by law"; build a favorable legal environment, an open, transparent, safe, low-cost business environment; and comprehensive and flexible support policies for the private economic sector.

The General Secretary proposed ensuring equality and fairness, allowing private enterprises to access capital and production materials no less than state-owned enterprises and enterprises with foreign investment capital; creating conditions for private enterprises to participate in key national projects...; helping small and medium-sized enterprises quickly rise to become large enterprises; having policies to support the development of large enterprises with large scale, high potential and competitiveness and leading a number of key and important industries and fields and reaching out to the international level; mobilizing individual business households, strongly transforming to operating according to the enterprise model, creating a spirit of entrepreneurship and production and business throughout the country; ensuring to strengthen the connection between enterprises and between regions to create a sustainable cycle, consolidate independence and autonomy in economic development, and effectively integrate.

The General Secretary emphasized the need to continue to innovate and strengthen the Party's leadership role and the State's management, especially to fundamentally and effectively resolve shortcomings and weaknesses in the organization of the implementation of the Party's resolutions, conclusions and directives; to quickly and truly bring the Party's resolutions into life.

To develop the country's socio-economy in the new era, the General Secretary requested the Central Policy and Strategy Committee to promote its role as the Party's strategic advisory body, continue to research, propose, and advise on major breakthrough policies and decisions for the country to develop rapidly and sustainably in the coming time./.
