Mr. Le Hoang Chau offers advice for Ho Chi Minh City to build 93,000 social housing units.

(NLDO) - Ho Chi Minh City departments and branches need to join hands to remove obstacles and difficulties and focus on creating land funds to soon achieve the goal of social housing.


The Ho Chi Minh City Real Estate Association (HoREA) has just proposed mechanisms and solutions to realize the goal of building from 69,700 to 93,000 social housing units in Ho Chi Minh City before 2030.

According to Mr. Le Hoang Chau, Chairman of HoREA, the success of this goal depends on the coordination between agencies and sectors to remove difficulties and create favorable conditions for social housing projects.

HoREA stressed that some projects have been approved but still face many procedural obstacles, such as not being granted construction permits. To speed up progress, the authorities need to cooperate closely to handle the backlog. In addition, allocating enough land is a key factor, with an area requirement of 96 to 130 hectares for projects in the 2021-2030 period.

HoREA also proposed to amend regulations to increase the land use coefficient for high-end and mid-high-end commercial housing projects, allowing the development of more social housing apartments in these projects. At the same time, it is necessary to create conditions for investors to access preferential capital from the Bank for Social Policies, which social housing investors currently do not enjoy.

Regarding administrative procedures, HoREA proposed that the city shorten the processing time and simplify the steps related to investing in social housing construction. A pilot mechanism was also proposed, allowing the Department of Construction to be in charge of approving investment policies, similar to current apartment renovation projects.

However, attracting investment in social housing, especially rental housing projects, remains a major challenge due to low profits and long payback periods. Therefore, specific support policies are needed to encourage business participation. These solutions are expected to bring about a breakthrough in meeting the housing needs of workers and low-income earners in Ho Chi Minh City.
