Next to his newly built house, Mr. Nguyen Van Vung, Cau Xum village, Thai Nien commune (Bao Thang) confided: Thanks to the attention of the local government, my family has been able to move out of the landslide-prone area. Over the past 2 years, my family has had a more stable life in Cau Xum village, no longer fearing the dangers lurking every time the rainy season comes.
Not only Mr. Nguyen Van Vung's family, in the resettlement area out of the disaster-prone and dangerous areas of Thai Nien commune, there are more than 30 households moving back. Mr. Vu Van Bien, Secretary of the Cau Xum village Party Cell, said: The households moving to the new place feel very secure, because previously their houses were in the dangerous area, especially without electricity. The new place has all the necessary infrastructure to help people stabilize their lives and focus on economic development.
The residential area of Cau Xum village was invested in according to the decision of the Provincial People's Committee on resettlement of natural disasters and especially difficult people, in which the residential area was invested in land, roads, drainage system, power supply system, village cultural house, classrooms and school buildings and supported with housing relocation costs for households; total cost is more than 13.3 billion VND.

The family of Mr. Dang Van Sy (Cam 3 village, Cam Con commune, Bao Yen district) is located in an area at risk of landslides. Mr. Si's new house is currently located in a safe location. Pointing to a ravine with a large crack, Mr. Si said that was his family's old residence. Every time the rainy season comes, his family and some households below the ravine are always in fear. On days of heavy rain, everyone tells each other to leave their houses to take shelter because of fear of landslides. Now that worry has gone away, because the new residence is located in a safe area, with convenient transportation and synchronous investment in essential infrastructure.
In the Cam 3 residential area, Cam Con commune, 26 households have moved to live stably. The Cam 3 residential area was implemented according to the decision of the Provincial People's Committee on urgent evacuation of residents from natural disaster and dangerous areas, with investment in land, electricity systems, roads, water supply works and support for households to move to new places...

According to the assessment of the Rural Development Department (Department of Agriculture and Rural Development) - the unit implementing many residential relocation projects in the province - the new residential areas have better infrastructure for transportation, electricity, education and health care than the old places; many residential areas are suitable for the criteria of building new rural areas. These include the project to relocate border residents in Choan Van - Sa Ho village, Muong Khuong town, Muong Khuong district (scale of 82 households); the project to relocate residents in natural disasters and especially difficult situations in Cau Xum village, Thai Nien commune, Bao Thang district (32 households); the project to urgently relocate residents within the village out of the dangerous natural disaster area in Cam 3 village, Cam Con commune, Bao Yen district (26 households); the project to move out of the dangerous natural disaster area in Doi Tre village (Na An), Muong Vi commune, Bat Xat district (73 households)...
Mr. Nguyen Huu Truong, Deputy Head of the Provincial Rural Development Department, said: In the period of 2021 - 2025, the whole province has 2,525 households that need to be resettled, of which on-site and inter-arrangement settlement accounts for 63%, and centralized settlement accounts for 37%. In 2024, according to Decision No. 1719 of the Prime Minister, Lao Cai will resettle 473 inter-arrangement households; according to Decision No. 590 of the Prime Minister, the province will resettle 613 households (341 centralized settlements, 138 inter-arrangements, and 134 on-site settlements). The total plan of the two population settlement programs is 1,086 households. Although Lao Cai has evacuated many households from natural disaster and dangerous areas, the number of households that need to be relocated is still large, due to the high, rugged, and strongly isolated mountainous terrain, along with the complicated weather every year, often with prolonged heavy rains, flash floods, and landslides, so many households in dangerous areas need to be urgently relocated.
Mr. Nguyen Huu Truong added that in the process of arranging people to move out of natural disaster and dangerous areas, there are still difficulties, which are: Funding to support the relocation of households; coordination and participation of local authorities in the issue of land, land fund, and land planning adjustment so that people can move soon and stabilize their lives...
