From a purely agricultural district with a low starting point, Thuan Nam has now made a breakthrough with a prosperous appearance, increasingly affirming and enhancing its position as the southern economic "gateway" of the province.
Thuan Nam district was re-established and put into operation on October 1, 2009 according to Resolution No. 26/NQ-CP dated June 10, 2009 of the Government on the basis of adjusting administrative boundaries, separated from Ninh Phuoc district. Starting to build an independent administrative unit with many difficulties, the starting point in socio-economic development is still low, agriculture is affected by drought; industries and services are not yet developed; productivity and economic efficiency are low; people's lives, especially in mountainous ethnic minority areas, are still facing many difficulties, the poverty rate is high; the newly formed district-level apparatus and staff are not yet synchronized, lacking in staff, the majority are young cadres with little experience.

After 15 years in a context of mixed advantages, difficulties and challenges, with the attention, leadership, direction, support and assistance from the central government and the province, especially in recent years after the National Assembly passed a resolution on stopping the implementation of the investment policy for the Ninh Thuan nuclear power project, the Government issued Resolution No. 115/NQ-CP on a number of specific mechanisms and policies to support Ninh Thuan province in socio-economic development, stabilizing production and people's lives, and the Provincial Party Committee issued Resolution No. 15-NQ/TU on developing the Southern key economic region, it has created a breakthrough, turning difficulties and challenges into driving forces for development; shifting the direction in attracting investment in advantageous fields such as renewable energy, seaports, and tourism.

With the spirit of initiative, innovation, creativity and breakthrough, the Party committees and political systems from the district to the grassroots have made efforts, united with the joint efforts and consensus of all classes of people, businesses and the district's economy, thereby having strong changes and outstanding development with the total social investment in the period of 2010-2024 estimated at 62,117 billion VND, an increase of 15.2 times compared to 2010 (395 billion VND). State budget revenue in the area has increased quite well, from 8.26 billion in 2009 to 85.3 billion VND in 2023. The total production value reached 11,860 billion VND, an increase of 4 times compared to 2010, always maintaining a high annual growth rate (average growth rate/year for the whole period reached over 10.4%). The economic structure has shifted rapidly and in the right direction, from a purely agricultural district, since the beginning of the 2020-2025 term until now, it has shifted strongly to industry, in which the strong shift, breakthrough and leading role is industry - construction with a production value of 5,500 billion VND, an increase of 10.1 times compared to 2010, an average growth of 18%/year, accounting for 46.37% of the total production value of the district.
The policy of developing the Southern key economic zone has achieved initial positive results. The implementation of key investment projects in the district, especially traffic infrastructure projects connecting National Highway 1 with the North-South Expressway, Van Lam - Son Hai road, Ca Na general port project (completed and put into phase I to receive ships up to 100,000 tons), Dam Ca Na new urban area project, industrial park and cluster projects... has created a breakthrough for development. Up to now, there are 20 projects in the district, with a total capacity of 1,512 MW (15 solar power projects, 5 wind power projects), accounting for nearly half of the total number of projects and capacity of the whole province, making Thuan Nam the renewable energy center of the province.

Along with industry and construction, the trade and service sector has a high growth rate. Over the past 15 years, the average growth rate has reached 13.2%, increasing from 278.1 billion VND to 1,580 billion VND in 2024, accounting for 13.32% of the district's economic structure. Tourism and services have developed significantly, attracting many large-scale, high-class tourism projects to invest in the district, including a number of large projects under construction such as: Royal City, Cap Padaran Mui Dinh...
Agricultural, forestry and fishery production has also shifted in the right direction with the policy of promoting restructuring of the agricultural sector associated with climate change adaptation and new rural construction (NTM). Agricultural and rural infrastructure has been invested in and upgraded, with clear improvements, the application of high technology in agricultural production has been promoted, forming a number of high-tech agricultural farm models in the communes of Phuoc Dinh, Nhi Ha, Phuoc Ninh... The value of agriculture, forestry and fishery after 15 years of re-establishment of the district has grown impressively by 122%, with an average annual increase of more than 167 billion VND, affirming the important position of the agriculture, forestry and fishery sector of Thuan Nam district in the overall proportion of the whole province.

In particular, aquaculture contributes 75% of the total aquaculture value of the whole province with the exploitation of the advantage of Ca Na fishing port which is being invested in upgrading and expanding, with an annual catch of over 78,000 tons. The program of building new rural areas has received special attention, mobilizing the entire political system, organizations and people to participate in building new rural areas and achieving many important results. Up to now, 6/8 communes have met new rural standards, of which 1 commune has met advanced new rural standards, with an average of 18 criteria.
The cultural and social fields have made progress in many aspects; people's lives have been increasingly improved and enhanced; the poverty rate has decreased by an average of 1.6-2% per year, now down to 5.6%. Attention has been paid to investment and construction of cultural institutions. The effectiveness and efficiency of state agencies have been improved, administrative discipline and order have been strengthened; the application of information technology in the operations of state agencies has been promoted. National defense and security have always been consolidated and enhanced, political security, order and social safety have been maintained as a solid foundation for socio-economic development.

The work of building the Party and the political system has been regularly focused on and achieved comprehensive results, contributing significantly to the development of the district. Over the past 15 years, the district Party Committee has continuously developed and grown. In early 2010, the district had 33 grassroots party organizations with 646 party members. By September 2024, the district had 40 grassroots party organizations with 1,396 party members, an increase of 2.1 times compared to 2010. The number of grassroots party organizations has been developed evenly in all communes, schools, hospitals, and in agencies, enterprises, and armed forces units throughout the district. The political system from the district to the grassroots level has been streamlined, operating effectively and efficiently. Mass mobilization work, activities of the Vietnam Fatherland Front and socio-political organizations have had many innovations, contributing significantly to the rapid and sustainable development of the district.
Continuing the achievements after 15 years of re-establishment, the district has determined that the road ahead is opening up many new opportunities and advantages, but also many difficulties and challenges. However, with confidence, aspiration to rise, along with the achievements and accumulated experience, the Party Committee, government and people of Thuan Nam district will continue to promote internal strength and potential, opportunities, and make every effort to strive to build the district to develop more and more. In the coming time, the Party Committee, government and people in the district will continue to strive to overcome difficulties and limitations, determined to strive to successfully implement the goals set by the 3rd District Party Congress; strive to build Thuan Nam into a key economic district in the South of the province; a center of industry, energy and renewable energy, seaports, logistics center; exploit the advantage of the intersection with the North-South expressway in the East; is the center of tourism, high-tech agriculture in the South of the province according to the planning orientation of the province and the approved project for developing the key economic zone in the South. In that process, Thuan Nam district also hopes to continue to receive attention and support from the central government and the province, especially having a special mechanism to support the district in mobilizing investment resources to develop socio-economic infrastructure, speeding up the progress of key projects on transportation, deep-water seaports; dry ports, logistics service centers, LNG Ca Na power center project; Ca Na Industrial Park; urban development projects, tourism, renewable energy... to help Thuan Nam district soon realize the goal of becoming a key economic district in the South of the province.

As the first generation of leaders of Thuan Nam district after separation, I remember clearly the difficulties in the early days of its establishment. The government apparatus at that time had only 49 people. The office had only 2 makeshift warehouses, hot in the sun and leaky in the rain. Meanwhile, in the locality, infrastructure had not been invested in. Transportation was still difficult. The canal system for agricultural production was not connected. School facilities for teaching and learning were lacking. At that time, the agricultural economy was still the mainstay but on a small and fragmented scale. Fishing activities at sea still lacked machinery and equipment, so the efficiency was not high.
However, overcoming all, the Party Committee and people of Thuan Nam district have promoted their potential, advantages, dynamism in thinking and working, aroused internal strength and made good use of external support to build their homeland more and more prosperous. Now, the traffic system has been upgraded, expanded, maintained and repaired regularly, creating favorable conditions for people to travel conveniently, creating opportunities for inter-regional economic development. In the general economic picture, agriculture is adapting well to modern agriculture, applying scientific and technological advances to high-tech cultivation and livestock breeding, commodity production, developing along the chain, and circular agriculture. The industrial and construction sector has continuously developed at a rapid pace. Ca Na Industrial Park has been planned, Ca Na general seaport has been put into operation, Dam Ca Na Urban Area is gradually taking shape, showing the new vitality of the key economic zone in the South of Ninh Thuan province. Dozens of large-scale wind and solar power projects have been deployed and completed in a short time, contributing to accelerating the growth rate of Thuan Nam district in recent years... This is extremely joyful news.
Through this, I believe that, with the youth and dedication, the staff, party members, civil servants and public employees of the district will continue to strive to develop Thuan Nam quickly and sustainably and become a developed urban area in the near future.

As a person directly involved in the work of the grassroots government, I clearly feel the changes over the years of my hometown Thuan Nam after 15 years of re-establishment. Especially, in areas where ethnic minorities live, the policies of the Party and the State on supporting and developing ethnic minority areas are properly concretized, suitable to local realities, so they are effective. In particular, policies on infrastructure investment and livelihood development support receive the consensus and support of the people. The traditional cultural values of ethnic minorities in the district are given special attention by authorities at all levels to preserve, maintain and promote. People's lives have been improved; hungry households have been eliminated, poor households have decreased, and well-off households have increased. Children of school age are all able to go to school. The appearance of the new countryside is increasingly spacious and clean. That will be an important driving force for Thuan Nam district to conquer new values.
Our Phuoc Minh commune has achieved comprehensive results in all areas over the years, so people's lives have been significantly improved. The economic sector has developed evenly in agriculture, industry, construction, trade and services. The cultural and social sectors have made much progress, especially in education and training activities. The school system has been invested in and built spaciously. The whole commune has 2 primary schools and 2 kindergartens, all of which are recognized as meeting national standards. The annual student graduation rate is 100%. Along with that, cultural, artistic, physical education and sports activities are organized and maintained regularly. People are excited and actively build a cultural life in residential areas, contributing to the successful construction of a commune that meets advanced new rural standards.

Together with the Party Committee, the government and all classes of people in Thuan Nam district, investors and the business community in the district in general, I myself in particular am very excited about the remarkable changes of Thuan Nam in recent times. With many key national and provincial projects being implemented, Thuan Nam district has initially shaped a promising modern and bustling industrial "capital" of the southern key economic region of Ninh Thuan province. In just a very short time, Thuan Nam has started and put into operation dozens of large projects, many projects are continuing to complete investment procedures, this shows the attention and drastic participation of the entire political system of the district in supporting project implementation, restoring production and business. Not only organizing regular meetings with businesses, local leaders have had many field trips, directly going to the scene to inspect the progress of project implementation, the production and business situation of businesses and production establishments.
