Speaking at the Conference, General Secretary Nguyen Phu Trong affirmed: Currently, the Party and the State have identified agriculture as a national advantage, a pillar of the economy; farmers and rural areas have a strategic position in the cause of industrialization and modernization; building and defending the Fatherland, an important force base for socio-economic development, maintaining political stability, ensuring national security and defense, preserving and promoting national cultural identity and protecting the country's ecological environment.

The 8th National Congress of the Vietnam Farmers' Union, term 2023 - 2028, has the theme "Solidarity - Democracy - Creativity - Cooperation - Development"

Attending the Congress were 995 official delegates, who were typical cadres and farmer members, representing more than 10 million cadres and farmer members nationwide.

Speaking at the Congress, General Secretary Nguyen Phu Trong emphasized that the Party and State have issued many policies to promote agricultural, farmer and rural development, linking the building of the peasant class with agricultural development and the process of industrialization and modernization of rural areas; creating conditions for rural residents to become urban residents without leading to large-scale migration.

Farmers are the subject, the center of the agricultural development process, of the rural economy associated with the construction of new rural areas. The General Secretary raised the question: In the current context, what are the advantages and difficulties of developing ecological agriculture? What changes do farmers need in their thinking and actions to truly be the subject, the center of the agricultural development process, of the rural economy associated with the construction of new rural areas.

In the trend of the number of farmers working in agriculture decreasing and aging, the surplus labor in urban areas and industrial zones will move to the countryside to find a way out of agriculture, the General Secretary requested the Vietnam Farmers' Association at all levels to innovate its activities to ensure the implementation of its tasks, to be able to accompany, help and support farmers in the next 5 years and beyond in building a strong Vietnamese peasant class, together with the whole country towards the goal of becoming a modern industrialized country with high average income by 2030 and a highly industrialized country by 2045.

On behalf of the Congress Presidium, Mr. Luong Quoc Doan - Member of the Party Central Committee, Chairman of the Central Committee of the Vietnam Farmers' Union, 7th tenure, said that in the past term, under the leadership of the Party and the State, the Unions at all levels have basically fulfilled the goals, targets and tasks set out in the Resolution of the 7th Congress of the Vietnam Farmers' Union. This result was achieved thanks to the effective facilitation, coordination and support of Party committees at all levels, the government, the Vietnam Fatherland Front, and mass organizations, along with the spirit of solidarity, tradition of hard work, creativity, and the will to rise up of cadres, members and farmers.

Patriotic emulation movements have been widely spread, attracting a large number of cadres and farmer members to participate, bringing practical results, contributing positively to socio-economic development and sustainable poverty reduction. The role of the Association as the center and core for farmer movements in agricultural economic development, new rural construction and environmental protection is increasingly evident.

Mr. Luong Quoc Doan - Member of the Party Central Committee, Chairman of the Central Committee of the Vietnam Farmers' Union, 7th term, spoke at the Congress.

Right before the Congress, the Politburo passed Resolution No. 46-NQ/TW dated December 20, 2023 on innovation and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period. Mr. Luong Quoc Doan affirmed that the Congress is a particularly important political event for the Vietnam Farmers' Union; at the same time, it is also the responsibility of the Vietnam Farmers' Union at all levels to thoroughly grasp, concretize, and implement the Resolution so that it can be put into practice quickly and effectively.

Based on the summary of the practical operation process, at this Congress, delegates will comprehensively evaluate the achieved results as well as the limitations and shortcomings and draw lessons from the implementation of the Resolution of the 7th Congress of the Vietnam Farmers' Union, term 2018 - 2023. At the same time, discuss and decide on the direction, goals and tasks of operation for the term 2023 - 2028; amend and supplement the Charter of the Vietnam Farmers' Union to suit the requirements of the tasks in the new period.

The Congress listened to the Draft Political Report of the Central Executive Committee of the Vietnam Farmers' Union, 7th tenure; Summary report and report on the results of the Union's work and the farmers' movement for the 2018-2023 term; directions and tasks for the 2023-2028 term.

Speaking at the Congress, Mr. Nguyen Huy Anh - Chairman of the Farmers' Association of Son La province reported on the content of "Results of propaganda and mobilization work for farmers to change the structure of crops and livestock and build and develop agricultural economic models linked to the value chain". In particular, the active activities of the Farmers' Association of Son La province at all levels have contributed, together with the entire political system of Son La province, to turn Son La from a poor and difficult province to become an "Agricultural phenomenon of the whole country".

In the afternoon of the same day, the Congress will elect the Central Executive Committee of the Vietnam Farmers' Union, term VIII, 2023-2028.

Taking place over 3 days (December 25, 26, 27), the 8th National Congress of the Vietnam Farmers' Union has the task of assessing the implementation results of the Resolution of the 7th National Congress of Delegates, term 2018-2023; setting out directions, tasks, goals and solutions for the work of the Union and the farmers' movement, term 2023 - 2028; discussing and approving the Political Report of the Central Executive Committee of the Vietnam Farmers' Union, term 7, to be submitted to the 8th National Congress of the Vietnam Farmers' Union; discussing and approving the Charter of the Vietnam Farmers' Union (amended); electing the Executive Committee of the Vietnam Farmers' Union, term 8, term 2023 - 2028...
