There have been more than 10 documents requesting solutions due to difficulties from the Central to the local level, but up to now the difficulties have not been considered and resolved by the relevant agencies. This is also one of the reasons why the social housing project in Ham Kiem 1 Industrial Park is "stuck in place" because there is no output.

2 years of no product sales

That is the actual situation at the Ham Kiem I Industrial Park Social Housing Project invested by Hoang Quan Binh Thuan Real Estate Services and Trading Consulting Joint Stock Company; located in Ham My Commune, Ham Thuan Nam District. According to the Department of Construction, the project has a scale of 13.54 hectares, including residential land with 955 townhouses with 1 ground floor and 1 upper floor, including 740 social houses, 215 commercial houses; 2 high-rise apartment blocks with a total of 261 apartments for rent. In addition, the project has a central market, infrastructure works, traffic and green landscape around the project. The total investment of the project is more than 905 billion VND. The goal is to invest in building a social housing area to meet the accommodation needs of workers and other subjects according to the provisions of law.

Regarding the project progress, the company representative said that so far, phase 1 has been 100% completed, including 399 townhouses; technical infrastructure and surrounding landscape trees. Phase 2 has completed construction of 76 townhouses, is completing 20 others and has completed the foundation and beams of 194 houses. Particularly, technical infrastructure such as traffic, rainwater drainage, wastewater... has been 90% completed; the central market is 60% completed...

However, for more than 2 years, the project has had almost no output for the product due to unresolved problems. Mr. Nguyen Anh Trang - General Director of the company said: "According to investment policy No. 2602/QD - UBND dated September 27, 2018, the Department of Construction has approved 246 customers according to the provisions of Article 49 of the Housing Law 2014. However, after the Government amended and supplemented a number of articles of Decree 100 on social housing management, the Department of Construction only confirmed for home buyers who are working in Ham Kiem 1 Industrial Park, but did not confirm other cases. The restriction on the subjects who can buy and rent social housing at the project has caused difficulties for the company in selling products and there is a risk of not being able to complete the project. Not only that, the granting of land use rights and house ownership certificates to customers buying commercial houses at the project is also stuck, without consensus from the Central Government. This causes frustration for customers, leads to complaints, lawsuits, affects the company's reputation as well as does not create liquidity for the project.

Regarding recommendations to resolve difficulties, at the project inspection and working session with the company, Standing Vice Chairman of the Provincial People's Committee Phan Van Dang said that expanding the subjects eligible to buy and rent social housing in the project needs to be calculated in accordance with the State's policy. In the immediate future, it is possible to consider expanding to include Ham Kiem 1 and Ham Kiem 2 Industrial Parks and gradually expanding to neighboring industrial parks in the province. Regarding the issue of granting certificates of land use rights and house ownership rights due to problems related to returning exempted land use fees for the commercial business part of the social housing project, the Provincial Tax Department will issue specific instructions. At the same time, Mr. Dang also requested that the company need to have a specific plan to complete the project according to the set goals. At the same time, the Provincial People's Committee will direct localities to speed up the time to review documents for customers buying social housing and commercial housing of the project.

Regarding the VND120 trillion credit package, the People's Committee of Binh Thuan province has just issued Notice No. 286/TB-UBND on the announcement of the list of social housing and worker housing projects in need of loans in the province. At the request of the Department of Construction, the Provincial People's Committee announced that the Ham Kiem 1 Industrial Park Social Housing Project is eligible for loans under the VND120 trillion credit program. With the announced information, banks will lend under the VND120 trillion credit package. It is known that the project needs a loan of VND300 billion.

With this loan package and the solutions from the Provincial People's Committee, it is hoped that the largest social housing project in the province will be completed soon, contributing to solving the housing needs of low-income workers and effectively implementing the goal of striving to complete 9,800 social housing apartments by 2030, of which 5,600 apartments will be completed in the 2021-2025 period.
