On the morning of January 16, the National Assembly discussed in groups the draft resolution on a number of specific mechanisms and policies to implement national target programs.

In the submission, the Government proposed 8 specific mechanisms to implement national target programs. In particular, the pilot decentralization to the district level in managing and organizing the implementation of national target programs, the Government submitted two options to the National Assembly.

Specifically, the District People's Council decides on the allocation of capital to implement each national target program in detail for each component project; the list of public investment projects to implement national target programs.

The draft also proposes that the District People's Council may decide to adjust the plan for allocating public investment capital and regular expenditures among national target programs; the structure of state budget capital between investment expenditures and regular expenditures of component projects that are no longer eligible for support...

Speaking at the discussion group, Deputy Prime Minister Tran Luu Quang stated that the draft resolution demonstrates unprecedentedly strong mechanisms and that officials must work "day and night" to achieve them.

"If the National Assembly votes to approve, no matter which option is chosen, we still consider it a success. Because the eight submission mechanisms are all different from the law, surpassing the law," said the Deputy Prime Minister.

According to Deputy Prime Minister Tran Luu Quang, the three national target programs are a synthesis of many policies, issues, and regulations, so they are extremely complex, intertwined, and even conflicting. If they are not resolved, they cannot be implemented.

If the National Assembly passes the resolution, there will be only one thing left to do with the socio-economic development program for ethnic minorities and mountainous areas because the investment policy must be changed but it has not been done in time...

The Deputy Prime Minister said that the biggest principle of the 8 mechanisms that the Government proposed to the National Assembly is strong decentralization, enhancing the capacity of the grassroots and requiring increased inspection and supervision, including the responsibility of National Assembly deputies, and possibly adding the Fatherland Front.

From the opinion of the National Assembly delegate on decentralization to districts and communes, the Deputy Prime Minister also asked whether decentralization to districts and communes can handle it or not?

"Because if we are not careful, we will lose cadres. My phone received many messages from cadres in districts and communes saying 'Please, Deputy Prime Minister, don't give me the job, I'll be cut off'. So somewhere there is confusion about how much decentralization there is.

But the principle must be feasible and the subordinates must be able to do it. Therefore, there may be things that the delegates wish for that we have considered very carefully but do not dare to delegate," Mr. Quang stated.

The Deputy Prime Minister shared more about the reality of submitting and asking for things, but not everything you ask for is possible.

"There is a story about choosing what is acceptable and what is not, and the giver also chooses what is acceptable and what is not.

For example, the State budget, even if it is a single dong, must be extremely tight and many people 'go far away' because they disregard this. Just opening the internet is enough," the Deputy Prime Minister added.

Through monitoring the implementation of the national target program, Deputy Chairman of the National Assembly's Defense and Security Committee Nguyen Minh Duc (HCMC delegation) said that there are many problems and shortcomings, so a resolution with a specific mechanism is needed.

Regarding the delegation of budget balance capital to localities, the resolution stated that the provincial and district People's Councils are allocated balanced capital. However, delegate Duc said that it is necessary to compare with the Law on Public Investment, clarifying how much capital the provincial and district levels will decide.

"The current regulations are vague and will be difficult to implement," Mr. Duc said.

Standing Deputy Secretary of Binh Dinh Provincial Party Committee Le Kim Toan also said that there should be a flexible mechanism in budget estimates and settlement for the entire period for the three national target programs, so that when adjustments are needed, there will be no problems.

Regarding the decentralization pilot, Mr. Toan agreed with decentralization but was concerned about the pilot. Because according to the Government's proposal, each province should choose one district for the pilot, while the time until 2025 is still very short, so the effectiveness and impact are not high.

Therefore, Mr. Toan proposed that there be an open regulation that can be implemented according to current regulations or that the right to decide on capital use be delegated to the People's Committee or People's Council at the provincial level. From there, which unit is assigned to implement to what extent will be decided by the locality in accordance with reality, not piloted at the district level.
