Many policies to attract human resources for primary health care

Voters proposed to have specific policies and mechanisms to attract good doctors to work at district hospitals and commune health stations (at least each department at district hospitals and each commune health station should have one doctor to serve the medical examination and treatment needs of the people.

According to the Ministry of Health, in addition to the salary regime similar to that of cadres and civil servants in other sectors according to the salary scale system issued in Decree No. 204 dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces, along with guiding, amending and supplementing documents; cadres and civil servants in the health sector in general enjoy a number of regimes.

Including: preferential allowances according to profession, special allowances, allowances in areas with especially difficult socio-economic conditions, toxic and dangerous allowances, special allowances for some hospital staff, allowances for village health workers.

To encourage medical staff to work at the grassroots level, the preventive system in general and district hospitals and commune health stations in particular, the Ministry of Health has submitted to the Government Decree No. 05 dated October 15, 2023 of the Government amending and supplementing Decree No. 56 dated July 4, 2011 of the Government.

Specifically, the 100% preferential allowance for preventive medicine and primary health care staff will apply from January 1, 2022 to December 31, 2023.

Currently, to continue to improve policies and regimes to contribute to attracting and encouraging medical staff to work at the grassroots level and preventive health system, the Ministry of Health is amending and supplementing a number of documents.
