The objective of the Planning is to assess electricity consumption demand in recent years, review electricity demand forecasts for 2021 - 2024, and propose electricity demand plans for the 2025 - 2030 period and the 2031 - 2050 period.
At the same time, study options for developing power sources and grids, select a number of options with good technical and economic indicators and high feasibility, ensure safe and continuous power supply for socio-economic development, use energy resources efficiently and economically, consider the strong development of renewable energy sources; take into account electricity import and export exchanges with countries in the region, propose options for developing the national power system in the period of 2021 - 2030 with a vision to 2050.
Planning boundary scope: Planning for the development of power sources and transmission grids at voltage levels of 220 kV or higher in Vietnam's territory for the period 2021 - 2030, with a vision to 2050, including grid connection projects with neighboring countries.
Analyze the feasibility of the power system development plan in terms of: progress of construction of sources and synchronous power grid; capital sources and capital mobilization capacity; assess environmental impacts and prepare a Strategic Environmental Report (SEA) in power development; study and propose key solutions on mechanisms and policies for power sector development, organization of planning implementation, ensuring sustainable development of the power sector.
Contents of adjusting Power Plan VIII
The Decision clearly states that the content of adjusting Power Plan VIII includes 3 volumes:
- Volume I: General explanation, including 12 chapters:
Chapter 1: Analysis of context and basis for planning adjustment
Chapter 2: Current status of national electricity and assessment of the implementation of Power Plan VIII for the period 2021 - 2025
Chapter 3: Updating socio-economic development forecasts and planning at all levels to 2050
Chapter 4: Adjusting electricity demand forecasts
Chapter 5: Updating input parameters
Chapter 6: Adjusting the power development program
Chapter 7: Adjusting the transmission grid development program
Chapter 8: Power development investment program in the planning phase
Chapter 9: Evaluation of economic efficiency of the national power development program
Chapter 10: Environmental protection and sustainable development mechanisms in national power development planning
Chapter 11: Solutions and resources to implement the National Power Development Plan
Chapter 12: Conclusion and recommendations
- Volume II: Appendix, including documents on load demand forecasting; calculation results of power source development options, calculation results of power grid development options; calculation table of investment capital for power source and grid development.
- Volume III: Drawings, including maps, grid calculation diagrams according to the components and formats specified in Section IV, Appendix II of Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government detailing the implementation of a number of articles of the Law on Planning.
Planning documents include 20 sets of Projects.
The planning method is to combine and integrate power development planning with national master development planning, national marine spatial planning, regional planning and provincial planning; combine calculations and expert methods; combine power development with environmental protection and sustainable development.
Planning period
The expected implementation time is no more than 30 months from the date the Task of adjusting Power Plan VIII is approved and the consulting unit for adjusting Power Plan VIII is selected.
Planning costs
The cost of adjusting the Power Plan VIII is used from the public investment capital of the Ministry of Industry and Trade, approved by competent authorities according to regulations.
The Minister of Industry and Trade shall decide specifically on the costs of preparing and adjusting the VIII Power Plan in accordance with the guidance of the Ministry of Planning and Investment on norms for planning activities, regulations of law on public investment and relevant legal provisions.
The Ministry of Industry and Trade is the agency organizing the adjustment of the VIII Power Plan, responsible for ensuring the implementation of steps in accordance with the provisions of the law on planning and other relevant laws.
Ministries, branches and People's Committees of provinces and centrally run cities are responsible for coordinating with the Ministry of Industry and Trade in the planning process in accordance with the provisions of law.
