In the document explaining the acceptance of the State Appraisal Council's opinions on the pre-feasibility study report of the North-South high-speed railway project, the Ministry of Transport (MOT) said that in the pre-feasibility study report, each passenger station location is planned to have a development space of 250 - 300 hectares (except Thu Thiem station).
The passenger terminal of the North-South high-speed railway will include 3 functional areas, including the area directly serving passenger pick-up and drop-off, and the parking lot with an area of 6-8 hectares, similar to the scale of 4-track stations of railway lines in China, Indonesia, Korea, Japan, etc.

The service and commercial area has an area of 10-15 hectares and the urban service area has an area of 250-300 hectares.
“In the project, public investment capital will only be used to invest in functional areas directly serving to welcome and see off guests. The part serving commercial purposes and TOD development will be called for by the locality to call for investors and depending on specific conditions, the appropriate scale will be determined, encouraging large-scale planning,” said the Ministry of Transport.
As for Ngoc Hoi station, which is a railway hub in Hanoi, integrated with urban railways and national railways, it is planned to be about 250 hectares; Thu Thiem station, integrated with urban railways, is expected to be about 17 hectares.
For freight stations, each freight station has an area of about 24.5 hectares.
“In the feasibility study report preparation step, the Ministry of Transport directs investors and consultants to review and study the proposed locations and specific scales of suitable stations to ensure that all requirements are met: central station, station square and multimodal connection works,” the Ministry of Transport emphasized.
According to the Ministry of Transport, the high-speed railway route is being researched and selected as "the shortest possible" and meets the principles in accordance with national sector planning and local planning; meets the requirements on control points; shortest route length between stations; meets technical requirements (maximum slope, horizontal curve radius), creating convenience for passengers; is suitable for the terrain conditions of the area the route passes through; limits passing through sensitive areas of natural environment, social environment, relic sites, scenic spots, national defense land; limits the volume of land clearance, avoids densely populated areas, minimizes impacts on existing works; ensures connectivity of the East-West corridor, railway lines connecting China, Laos, Cambodia.
In 2018, the Ministry of Transport developed three route options with the support of international consultants to analyze, evaluate and reach agreement with localities.
On that basis, the selected route plan has been agreed upon by 20/20 provinces and cities with high-speed railway lines passing through on the principle of being as straight as possible. The Ministry of Transport has sent a document to solicit opinions and held a meeting with the People's Committees of provinces and cities on the route plan. As a result, 18/20 localities have sent a document requesting to keep the route as reported; 2 localities proposed to adjust some locations compared to the route.
“The investor has directed the consultant to receive and complete the project documents. The result after reviewing the entire route length is reduced from 1,545 km to 1,541 km,” the Ministry of Transport informed.
Regarding the location of the cargo station in Hanoi area, accepting the proposal of Hanoi People's Committee, the cargo station in Ngoc Hoi area will be moved to Thuong Tin.
“Incorporating the opinions of the appraisal council, in the feasibility study report preparation step, the Ministry of Transport will direct investors and consultants to continue to coordinate with localities to review and adjust the route direction and station locations (if any), especially locations with advantages connecting to major traffic hubs and economic zones, including the section through Nam Dinh province,” the Ministry of Transport emphasized.
The Ministry of Transport said in the pre-feasibility study report that the route has a designed speed of 350 km/h for passenger trains and 160 km/h for freight trains.
World experience shows that for countries with newly put into operation railway lines, the operating speed is about 90% of the design speed. Therefore, in the first phase, it is expected that the maximum operating speed of passenger trains will be 320 km/h and that of freight trains will be 120 km/h.
During the mining process, the maximum mining speed will be summarized, evaluated and tested.
