Meeting Mr. Ha Tuyen (born in 1962) - Secretary of the Bac Ha village Party cell, Ky Ha commune, while he was walking briskly to visit the shrimp farming model of the parishioners, our first impression was the agility of a party member over 60 years old.

After taking us to visit some families in Bac Ha village, Mr. Tuyen generously told us about his journey to become a party member and his dedication under the Party's flag.
In 1980, following the sacred call of the Fatherland, Mr. Tuyen enlisted in Battalion 4, Division 470, Army Corps 12 of the Central Highlands. In 1984, when he was discharged from the army and returned to his homeland, the young veteran continued to promote the qualities of Uncle Ho's soldiers, actively participating in local socio-economic development tasks.
Mr. Tuyen discussed with the leaders of Ky Ha Commune People's Committee about the plan to build a green fence.
With a high sense of responsibility, enthusiasm for work, ideals and dedication, Mr. Tuyen was introduced to attend a training class on Party awareness. May 30, 1991 became a milestone in the life of parishioner Ha Tuyen when he officially joined the Party.
“I was extremely honored and proud to be recognized and introduced to the Party. At that time, the Bac Ha village Party cell had only 7 party members, all of whom were Catholics. As a new member of the Party, I always tried my best to learn to meet the high requirements and responsibilities in my new role; contributing to strengthening the solidarity between Catholics and non-Catholics in the locality...”, Mr. Tuyen recalled.

After being admitted to the Party, he held many positions such as: land officer of Ky Ha commune (1991-1994), accountant of Bac Ha village cooperative (1994-2000), Deputy Head of Bac Ha village (2001-2003). From 2004 to present, he has successively held the positions: Deputy Head of Ky Ha commune police, Deputy Head of Ky Anh town Catholic Solidarity Committee, Head of Ky Ha commune Catholic Solidarity Committee, Vice Chairman of the commune Farmers' Association... However, for Mr. Tuyen, the position of Party cell secretary and Head of the village Front Work Committee still "fascinates" him the most.
Every day of the Party Secretary of Bac Ha village is always closely linked to the work of the village and hamlet.
Bac Ha is a 100% Catholic area and is also the most populous village in Ky Anh town with nearly 1,000 households and 4,000 people. Mr. Tuyen has promoted the role and responsibility of a leader in building a strong Party cell, improving leadership, direction and propaganda capacity, and mobilizing people to carry out important local political tasks.
With his prestige, exemplary and decisiveness, he, together with the Party cell, executive committee and village front working committee, led the people to transform the economic development model, ensure security and politics in the area, and actively participate in the movement to build new rural areas...
As the head of the village party cell, during the leadership process, facing each task and each situation arising from reality, Mr. Tuyen always tries to practice the viewpoint: "If we want people to trust us, cadres and party members must set an example."
In April 2016, the marine environmental incident occurred, and 100% of the households in Bac Ha village were eligible for support and compensation. At that time, the village executive committee not only had to work hard to take inventory and make lists for the people, but also had to propagate and mobilize to stabilize the situation in the area.
“The villagers mainly make a living by going to sea and doing business in fishing logistics services. The environmental incident has made people worried because their income has been affected. In addition, many people have taken advantage of the situation to incite and disrupt security and order in the village, so it is difficult to mobilize anything,” Mr. Tuyen recalled.
To stabilize the situation, Secretary Tuyen, together with the Party Cell, the Village Executive Committee and leaders of socio-political organizations, held many meetings to find thorough solutions; regularly stayed close to and closely grasped the thoughts and promptly oriented the people's thoughts.
In particular, closely following the province's policy on temporary regulations on a number of policies to support stabilizing life and restoring production due to the impact of the marine environmental incident, the Party Secretary of Bac Ha village and the village leaders directly propagated and mobilized each household, encouraging people to buy fishing gear, reproduce, and change jobs. In particular, the solution of changing jobs from fishing to the model of shrimp farming on land and seafood farming in cages was identified as a breakthrough direction to bring high economic efficiency to the people.
The entire Bac Ha village has nearly 200 boats with a capacity of 500 CV or less fishing in the open sea and offshore areas.
However, how can people trust when the proposed model has not been verified locally? To find the answer to that question, Mr. Tuyen thinks, the only way is for cadres and party members to take the lead in implementing it.
Starting to renovate the pond to raise shrimp with cement banks, Mr. Tuyen met with agricultural extension officers of Ky Anh town to learn about support policies at all levels and learn farming techniques. In addition to support from the province and town, he also boldly borrowed more than 100 million VND to invest in renovating the pond and transforming his family's economic model. "During that time, I almost ate and slept in the shrimp pond, worried not only because of the large investment, but also because I was the first to take the lead, the first step had to be effective for people to believe and follow," Mr. Tuyen recalled.
Besides raising shrimp on the shore, Bac Ha village also has 120 cages for raising fish and ocean oysters for high income.
Not disappointing people, after many months of hard work, the results were surprising, the first batch of shrimp raised by Mr. Tuyen's family had a yield 6 times higher than the previous land-based shrimp ponds. Thanks to the right conversion, since then, each year, the shrimp ponds have brought an average income of 150-200 million VND for his family.
Ky Ha currently has 18 households raising shrimp on shore, earning from 150-200 million VND/year/household.
Mr. Tuyen's boldness and determination helped people trust and follow. In 2018, when the model was replicated in Bac Ha village, the village Party Secretary became an active consultant, guiding people throughout the process of investing in intensive shrimp farming. Currently, Bac Ha has 18 households raising shrimp on cement banks, 120 cages for raising fish and ocean milk oysters...
Mr. Ha Ngoc Dinh's family is one of 18 households in Bac Ha village that has developed a model of shrimp farming on cement banks, currently earning an annual income of 150 - 200 million VND. Mr. Dinh said: "Thanks to Mr. Tuyen's analysis, guidance, and dedication in helping us approach the construction of a model of shrimp farming on cement banks, my family has a stable life like today."
In 2017, Bac Ha village launched the goal of building a model new rural residential area. The starting point was difficult, the criteria were strict, the workload was large, while the movements among the people were slowing down. However, with his prestige and exemplary role, Mr. Ha Tuyen - Secretary of the Bac Ha village's household branch, together with the village's political system, started from easy to difficult tasks, gradually removing the bottlenecks.

Mr. Tuyen recalled that the most difficult thing at that time was to propagate and mobilize people to donate land and constructions on the land to expand roads and build green fences and new rural landscapes. At this time, the role of party members was promoted.
Upholding the responsibility of the leader, in addition to the common task, with perseverance and dedication, Mr. Tuyen went to meet, talk, analyze, and persuade families who did not agree. Gradually, many households from not agreeing also voluntarily donated hundreds of meters of land to pave the way for building new rural areas such as the families of Mr. Ha Ngoc Toan, Mr. Tran Thu, Mrs. Tran Thi Xuan...

With the motto of promoting grassroots democracy, giving the people the right to discuss, decide and supervise, the movement to build new rural areas in Bac Ha village has been strongly initiated. All villagers are willing to donate land, trees, property, money, and work to build roads, clean up the landscape, and build welfare facilities.
From 2019 to now, the village has mobilized 10 households to destroy fences, gate posts, roofs and donate nearly 1,000m2 of residential land to expand roads, contributing more than 5,000 working days and more than 2 billion VND to build new rural areas. The whole village has built 6,000m of drainage ditches, paved 1,000m of roads, planted 3,500m of green fences and 500 trees of all kinds... Bac Ha village, from zero criteria in 2020, has reached the finish line of 10 criteria for a model residential area by the end of 2022 and become one of the first 3 villages in Ky Ha commune to meet the standards of a model new rural residential area.

The NTM "revolution" has not only transformed the infrastructure of villages, but by focusing on helping people develop production, it has helped people increase their income. The whole village has nearly 200 boats with a capacity of 500 CV or less fishing in the open sea and onshore areas, with an average income per capita in 2022 reaching 49 million VND/person...
Nearly 20 years of working in the village has been a long journey full of challenges and hardships. However, in any circumstance, difficulties have not discouraged Mr. Tuyen but have instead built in him the confidence and courage to firmly overcome obstacles and build the village to develop more and more.

With outstanding achievements, for many consecutive years, Mr. Ha Tuyen was awarded a certificate of merit by the People's Committee of Ky Anh town for completing his tasks well in 2021; the Provincial Fatherland Front Committee awarded a certificate of merit for outstanding achievements in the "Outstanding Catholic" movement in the period 2015-2020; the collective of people and cadres of Bac Ha village were awarded a certificate of merit by the Chairman of the Provincial People's Committee for their contributions to the great national unity bloc in the period 2018-2023.
