After the approval of the Ho Chi Minh City People's Committee to use the current land price list to calculate land tax from August 1, 2024, the tax authority is focusing on resolving the backlog of records, many people feel relieved after nearly two months of living in anxiety.
Still worried about losing half a billion dong deposit
Talking to Tuoi Tre Online , Mr. HG (residing in Thu Duc City) said he felt relieved because he had been sleepless for the past few days, worrying every day about losing his deposit.
Mr. G. said he bought an apartment at Vinhomes Central Park (Binh Thanh District) for 11.8 billion VND.
Because he did not have enough money, he pooled all his assets and borrowed 4.3 billion VND to pay the seller, and borrowed the remaining 7.5 billion VND from the bank.
According to bank regulations, to make this loan, Mr. G. must complete the purchase and sale procedures, transfer the ownership to Mr. G. and the bank must disburse the money into the seller's account.
At the same time, the sales contract clearly states that by September 20, Mr. G. must complete the procedures for paying the registration fee and transferring the pink book, otherwise the seller will return 4.3 billion and Mr. G. will lose the deposit of 500 million VND.
When he learned that the procedures were stuck, Mr. G. felt like he was sitting on fire because the seller was urging him to complete the paperwork so that the seller could receive the money while Mr. G. himself could only wait.
"On September 20, I begged the landlord for a long time before agreeing to extend the deadline for a few more days, but if it was extended, the landlord would not agree, and then I would lose half a billion dong plus interest every month.
I hope the tax authority will process the documents quickly so that I can soon have the pink book. If the regulations are already in place and they are delayed, my rights will be affected," said Mr. G.
Similarly, Mr. Nguyen Nam Giang (residing in Thu Duc City) said he was moved to tears when he heard the news that tax calculation procedures were cleared.
Mr. Giang sold an apartment in Thu Duc City and deposited 100 million VND to buy another apartment in Tam Binh Ward (Thu Duc City).
Because the bank has not yet agreed to disburse the loan to Mr. Giang’s homebuyer, he does not have the money to continue paying for the new apartment. Meanwhile, the deadline for Mr. Giang to complete the payment for the new apartment is approaching.
Therefore, Mr. Giang requested that the tax authority collect taxes as soon as possible next week and the land registration office quickly complete the procedures for transferring the pink book, helping him to soon receive the disbursement from the bank to buy a new house.
"If I am still late, I will still lose my deposit of 100 million VND, so I request that the agencies do it quickly. I know that there are many backlogs in Thu Duc, so I am still worried. Only when I finish paying taxes will I feel secure," said Mr. Giang.
Thoroughly handle backlog of files, do not let corruption happen
The leader of the Ho Chi Minh City Tax Department said that immediately after the City People's Committee issued document 5635 allowing the use of the current land price list to calculate taxes while waiting for the issuance of the new land price list, the Ho Chi Minh City Tax Department issued urgent instructions to tax branches in the area.
According to this direction, heads of tax branches must prioritize and focus resources to resolve as soon as possible land records received from August 1.
The Ho Chi Minh City Tax Department and local tax branches will work on Saturdays and Sundays to quickly resolve outstanding land records.
In addition, the Ho Chi Minh City Tax Department requires the heads of tax branches in the area to be responsible for organizing the processing of land records, not allowing any trouble, harassment, or negativity to arise.
According to statistics, from August 1 to 30, 2024 alone, 8,839 real estate records transferred cadastral information to tax authorities to calculate financial obligations, taxes and other related legal regulations such as land use fees, land rent, personal income tax from real estate transfers and land revenues...
Of which, 4,711 registration files (transfer, donation, inheritance) have financial obligations and 2,229 registration files do not have financial obligations. Of the total number of files remaining at the tax office, the most are in Thu Duc City (1,878 files), Hoc Mon District (1,772 files), Cu Chi District (1,095 files)...
