Accordingly, along Phan Chu Trinh, Hac Thanh, Nguyen Don Tiet, Duong Dinh Nghe streets... "suddenly" appeared sign number P.101 (According to National Technical Regulation QCVN 41:2019/BGTVT: Prohibited road; road sign prohibiting all vehicles from traveling in both directions, except for priority vehicles according to regulations).

Phan Chu Trinh Street intersects with Hac Thanh Street, where there are many vehicles passing by. However, the "no-entry" sign has made many people confused.

Actual observations show that in addition to the P.101 sign, the construction unit also installed a sub-sign below it "Walking street, night market from 6:30 p.m. to 12 a.m. every Friday and Saturday".

It is worth mentioning that this walking street has not officially come into operation. Therefore, the placement of the sign has caused a stir in public opinion. On some roads, the construction unit used tape to cover up the auxiliary sign, revealing the P.101 sign.

The fact that many "no-road" signs were posted on the roads passing through Lam Son Square has made many road users quite surprised and confused when traveling on the above-mentioned roads.

Mr. Nguyen Van Nam, living in Thanh Hoa city, said: "I don't know if they are for pedestrians or what because I haven't heard the announcement. Some signs are covered with blue tape, some are not. We don't dare go through this area at night."

A representative of the Center for Culture, Information, Sports and Tourism of Thanh Hoa City People's Committee said that the construction unit is completing the infrastructure, the road has not officially come into operation.

Mr. Hoang Cao Thang, Director of the Center for Culture, Information, Sports and Tourism of Thanh Hoa City People's Committee said: "The walking street is currently in the stage of completing plans and investing in infrastructure. If it goes into operation, we must wait for the decision of the competent authority.

The signs were supposed to be installed only after the infrastructure was completed, but the construction unit put them up at street corners, so people had the feeling that the pedestrian street was about to open. We are proposing to remove the signs," said Mr. Thang.

Regarding this, Lieutenant Colonel Hoang Van Son - Captain of the Traffic Police - Public Order Team of Thanh Hoa City Police said: The signboard installation was carried out by the City People's Committee to serve the walking street project.

"We have also received information about this prohibition sign system and will consult with the city to remove the signs to avoid misunderstandings and congestion on the roads where the signs have been posted. Traffic police will not fine vehicles entering the above prohibited roads," Lieutenant Colonel Son affirmed.
