Research on investment in Nha Trang - Da Lat expressway under PPP method

The Government Office has just issued Notice 426/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on the implementation of the Nha Trang (Khanh Hoa) - Da Lat (Lam Dong) Expressway Project.

Research and implement projects under the public-private partnership (PPP) and BOT contracts to attract social resources and reduce the burden on the state budget.

The conclusion announcement stated that the Nha Trang - Da Lat expressway is the shortest road connecting two important strategic areas in terms of national defense and security, the South Central Coast and the Central Highlands; connecting two major economic and tourist centers of the country, Khanh Hoa and Lam Dong provinces.

According to the report of Khanh Hoa province, the demand for transporting goods by heavy-duty vehicles from the Central Highlands to the seaports of the South Central Coast is increasing; there is a need for a high-quality and safe route connecting two key tourist centers of the country (Da Lat city - the flower city and Nha Trang city - the coastal city) to serve socio-economic development, promote tourism development, ensure national defense and security of the region; contribute significantly to expanding the space for developing urban, industrial and service areas. Therefore, the need to invest in this expressway soon is very necessary.

To speed up the research and implementation of the Project, Deputy Prime Minister Tran Hong Ha agreed to study and implement the project under the public-private partnership (PPP) method and BOT contract to attract social resources and reduce the burden on the state budget.

The People's Committees of Lam Dong and Khanh Hoa provinces shall soon reach an agreement with the Ministry of Transport and issue an official document to report to the Prime Minister for consideration and decision to assign a locality as the competent authority to implement the Project according to regulations.

The Deputy Prime Minister assigned the Ministry of Transport to be responsible for guiding and supporting localities and investors in project proposals on route design, technical construction solutions to ensure minimizing impacts and impacts on forests, total investment, financial plan, proportion of state capital participating in the project, investment efficiency and procedures for project implementation before 2030.

The Ministry of Planning and Investment guides localities and investors to propose projects according to regulations.

The Ministry of Agriculture and Rural Development reviews and guides procedures on policies to change forest use purposes.

Relevant Ministries and branches, according to their functions and tasks, shall guide localities and Investors to propose projects on related contents and procedures to promptly complete investment preparation procedures and implement investment and construction of the Project.
