The 41.83 km long Thu Thiem - Long Thanh railway line, including 20 stations, will connect the center of Ho Chi Minh City to Long Thanh International Airport and urban areas along the railway line.
The Ho Chi Minh City People's Committee has just sent an urgent dispatch to the Ministry of Transport (MOT) to seek comments on the Pre-Feasibility Study Report of the Thu Thiem - Long Thanh railway project, the section passing through Ho Chi Minh City.
According to the Ho Chi Minh City People's Committee, Long Thanh International Airport - Phase 1 is currently under construction, expected to be basically completed and put into operation in the 2025-2026 period.
“Thus, the research on investment in the construction of the Thu Thiem - Long Thanh railway line is consistent with the development planning of the railway transport sector in general, the Southeast region, the draft projects that Ho Chi Minh City is implementing in particular, consistent with the Government's investment calling policy and the implementation status of the Long Thanh International Airport Project”, Mr. Bui Xuan Cuong, Vice Chairman of Ho Chi Minh City People's Committee assessed.
Regarding the route, the Ho Chi Minh City People's Committee said that the route mentioned in the Final Report of the Project's Pre-Feasibility Study Report is basically consistent with the urban space management content according to the Ho Chi Minh City Construction Master Plan to 2025. The Ho Chi Minh City Master Plan and the Thu Duc City Master Plan under Ho Chi Minh City are currently continuing to inherit the related planning content.
Therefore, the Ho Chi Minh City People's Committee agreed on the plan to arrange the Thu Thiem - Long Thanh railway route (section passing through the City) to run "parallel" and to the South of the Ho Chi Minh City - Long Thanh - Dau Giay expressway (close to the far right of the road and high-speed railway on the North - South axis, in the direction from the City to Dong Nai) and to run "parallel" to the left of the Ho Chi Minh City Ring Road 3 (outside of the route). Land for railway infrastructure under the Project needs to be arranged within the corridors determined from the Detailed Planning of the Ho Chi Minh City Railway Hub Area along these corridors.
According to the Ho Chi Minh City People's Committee, Thu Thiem station is one of the key railway stations of Ho Chi Minh City, for both high-speed railway on the North-South axis, Thu Thiem - Long Thanh railway, with synchronous and effective connection with urban railway line No. 2 (Ben Thanh - Tham Luong) - phase 2 (Ben Thanh - Thu Thiem section) and urban railway line No. 10 (outer belt metro line) according to the Ho Chi Minh City Master Plan.
According to the detailed planning of the railway hub area of Ho Chi Minh City, Thu Thiem station is expected to be located on an area of about 17.2 hectares, so the Ho Chi Minh City People's Committee agreed on the location of Thu Thiem station with its important role and traffic nature as determined in the planning.
Regarding the scale of Thu Thiem station of the Thu Thiem - Long Thanh route, the Ho Chi Minh City People's Committee said that previously, the Ministry of Transport issued Notice No. 124/TB-BGTVT dated April 14, 2021, accordingly: "Regarding the detailed planning 1/500 of Thu Thiem terminal station area: The Ministry of Transport will preside over the study of the detailed planning of Thu Thiem terminal station area to have a basis for planning management, unifying the implementation of investment projects with the city...".
Therefore, the Ho Chi Minh City People's Committee requests the Ministry of Transport to pay attention to organizing and completing this work soon so that the City has a basis for managing planning and implementing urban development projects related to the area surrounding the station.
It is known that according to the Final Report of the Project's Pre-Feasibility Study Report, in Ho Chi Minh City, it is expected that 7 more railway stations will be arranged for the Thu Thiem - Long Thanh route (from behind Thu Thiem station) with a distance of 1 - 1.8km.
According to the Ho Chi Minh City People's Committee, the plan to arrange stations in the city with the above average distance is reasonable in principle. However, it is recommended that the Railway Project Management Board work with the Thu Duc City People's Committee to be provided with zoning planning documents (detailed urban construction planning) and other relevant planning orientations.
On that basis, the investor will plan to arrange the location and scale of each station in accordance with the local zoning plans, especially the stations should be located near intersections (existing or planned), to avoid arising and adjusting in the next research step that will affect the urban construction plans of Thu Duc City.
Regarding the location of the depot, the Ho Chi Minh City People's Committee said that according to the Pre-Feasibility Study Report of the North-South High-Speed Railway Project submitted to the competent authorities, the Ministry of Transport has arranged a depot in Long Truong Ward, Thu Duc City with an area of about 60.5 hectares (on the left side of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway corridor).
According to the General Planning Project of Thu Duc City, it is also planned to allocate an area of about 68 hectares for this depot function (another name is "Tam Da depot"). Thus, it is possible to consider arranging an additional depot for the Long Thanh depot of the Thu Thiem - Long Thanh railway next to the depot of the high-speed railway, to create more favorable and safer exploitation conditions for the Thu Thiem - Long Thanh route.
Regarding the issue of researching and developing TOD in the area around the Thu Thiem - Long Thanh railway stations, the Ho Chi Minh City People's Committee said that it has assigned the Department of Planning and Architecture to take the lead in implementing this content and researching and integrating it into the Ho Chi Minh City Master Plan.
“Therefore, we request the Ministry of Transport to promptly organize and complete the detailed planning of the Thu Thiem terminal area (mentioned above) so that the city has a basis for planning management and implementing urban development projects related to the area surrounding the station,” Mr. Bui Xuan Cuong suggested.
According to the Pre-Feasibility Study Report of the Project proposed by the TEDI - TEDIS consortium, the Thu Thiem - Long Thanh railway project will be a mass rapid transit (MRT) urban railway; the maximum design speed selected is 120 km/h on the main line (90 km/h in the tunnel); the maximum operating speed is 110 km/h on the main line (80 km/h in the tunnel).
In total, the Thu Thiem - Long Thanh railway project has a length of 48.23 km, of which the length of the road leading to Cam Duong depot is 4.4 km; the main line length is 41.83 km, of which the section passing through Ho Chi Minh City is 11.75 km, the section passing through Dong Nai province is 30.84 km. The entire line has 20 stations (including Thu Thiem station), including 16 elevated stations and 4 underground stations, and 2 depot locations.
The traction vehicle of the Thu Thiem - Long Thanh railway line has an axle load of 16T, traction power of 1500 VDC/overhead power supply; using distributed power units (EMUs). In the period 2035 - 2045, the line will use 9 4-car trains; in the period 2045 - 2055, it will use 28 4-car trains and in the period after 2055, it will use 31 6-car trains.
The total area of land cleared for the Project is 140.11 hectares, of which the affected residential land area is 3.23 hectares, the traffic planning land area is 71.05 hectares, the agricultural and forest production land area is 27.2 hectares and the area of other types of land is 38.63 hectares; the number of affected households is 302.
The total estimated investment of the Project (excluding interest) is VND 84,752 billion, equivalent to USD 3.454 billion, of which the cost of site clearance compensation and resettlement support is VND 5,504 billion.
TEDI - TEDIS joint venture proposed to use state budget capital combined with official development assistance capital to invest in the Thu Thiem - Long Thanh railway project.
If approved by competent authorities, the Thu Thiem - Long Thanh railway project will be implemented from the fourth quarter of 2026 to 2029; equipment and train procurement will be organized from 2028 - 2029; completion, trial operation and commercial exploitation will be carried out in 2030.
