The People's Council of Nghe An province, term XVIII, 2021 - 2026, has just signed and issued Resolution No. 23, dated December 7, 2023, stipulating the support content, application form, order and procedures for selecting precious medicinal projects under the National Target Program on Socio-economic Development of Ethnic Minority and Mountainous Areas, period 2021 - 2025 in Nghe An province.

Accordingly, the policy includes 11 groups of contents:
1. Support the construction of raw material area infrastructure, giving priority to supporting projects that receive capital contributions in the form of land use rights of households and individuals living in the project implementation area to form raw material areas.
2. Support investment in high-tech medicinal plant growing areas to build infrastructure, equipment and environmental treatment.
3. Support the construction of infrastructure, connecting roads meeting grade V standards for mountainous areas, electricity systems, water supply and drainage to serve the project of developing raw material areas.

4. Support investment costs for construction and renovation of precious medicinal herb processing facilities, construction of waste treatment infrastructure, transportation, electricity and water, factories and purchase of equipment within the scope and scale of the project.
5. Support funding for investment in building facilities for preserving precious medicinal herbs, including drying, irradiation, sterilization, freezing, biological preservation, infrastructure for transportation, electricity, water, waste treatment, factories and equipment.
6. Support businesses to directly provide vocational training for local workers.
7. Support advertising costs, building national and provincial key product brands.
8. Support funding for scientific research projects, purchase of technology copyrights, purchase of technology or purchase of scientific research results and technology development to create new products, improve technology, reduce environmental pollution, save raw materials, fuel, and save energy.
9. Support transfer costs, apply new science and technology, apply technical processes and synchronize quality management along the chain.
10. Support for seeds, materials, packaging, and product labels for a maximum of 03 crops or 03 cycles of production and product exploitation.
11. The State supports the cost of producing original seeds and the cost of producing commercial seeds for high-tech breeding center projects.

Regarding the supported objects, there are 4 groups:
1. Individuals, households of ethnic minorities, poor households, near-poor households living in areas with natural conditions suitable for developing precious medicinal herbs participate in the project;
2. Village/hamlet/block/hamlet, commune/town, district where the project is implemented;
3. Enterprises, cooperatives, cooperative unions and other organizations that carry out business investment activities, implement or participate in precious medicinal herb projects operating in particularly difficult areas in ethnic minority and mountainous areas, employing 50% or more of the total workforce from ethnic minorities in the province, first of all focusing on giving priority to ethnic minorities in the project implementation area (priority is given to projects employing over 50% of female workers), with a commitment to support the purchase, production and consumption of medicinal herbs of the above projects.
4. Other state agencies, organizations and individuals involved in the management and implementation of precious medicinal materials projects.
