(PLVN) - The global trade picture in the first 40 days of 2025 has many uncertain factors. To avoid negative impacts, the agricultural sector needs to see the "opportunity in danger" and find "favorable winds" to help promote export growth.
Warnings about Vietnamese agricultural products are increasing.
Mr. Ngo Xuan Nam - Deputy Director of the National Information and Enquiry Point on Hygiene, Epidemiology and Plant Quarantine (SPS) of Vietnam said that the number of warnings from international markets sent to Vietnam's SPS is increasing. In the European market (EU), in 2024, Vietnam received 114 warnings. In addition, many markets have increased the frequency of inspections for agricultural products from Vietnam. In particular, Vietnamese durian exported to the EU will have to increase the frequency of inspections at the border from 10% to 20%...
Faced with strict requirements from the markets, according to Mr. Nam, most large export enterprises, especially FDI enterprises, have very professional technical departments to quickly access information on market changes from the authorities. However, there are still a large number of small enterprises that have not accessed well and adapted slowly, leading to consequences of being forced to stop exporting... Mr. Nam added that the Vietnam SPS Office is responsible for sending warning information on plant quarantine to departments and offices under the Ministry of Agriculture and Rural Development and 63 provinces and cities, but from the departments to the enterprises is also a problem. Therefore, in the coming time, it is necessary to promptly overcome this shortcoming so that enterprises can quickly grasp the regulations and requirements to adapt to the requirements of the market.
See opportunity in challenge
According to statistics from the Ministry of Agriculture and Rural Development, in the first month of 2025, the growth momentum of the fields of cultivation, livestock, aquaculture and forestry remained relatively good. Specifically, the export value of agriculture, forestry and fishery products in January reached 5.08 billion USD; down 4.9% compared to the same period in 2024. With this result, the Ministry of Agriculture and Rural Development assessed that the industry's export target of 64 - 65 billion USD will face difficulties and challenges.
Deputy Minister of Agriculture and Rural Development Phung Duc Tien said that some products have increased export volume but decreased prices; some products have decreased in both quantity and price. Meanwhile, import demand of some markets has also decreased. For example, the average export price of rice in 2024 reached 627 USD/ton, an increase of 9.1% compared to 2023, but currently the price of rice is only about 440 USD/ton. Vegetables and fruits have also decreased because some products have had to temporarily stop exporting because the import market for agricultural products and food has continuously changed regulations on food safety and animal and plant quarantine with the goal of protecting consumers' health. Faced with the strict demands of the market, Ms. Le Hang - Communications Director of the Association of Seafood Processors and Exporters said that there is still an opportunity for Vietnam to increase its market share in the US. Because currently, some US enterprises can turn to Vietnam to find seafood suppliers to replace the shortage of supply from China. In addition, US enterprises and other markets such as Japan, Canada, etc. will also look for seafood processing partners in Vietnam to export to the US. This is a good opportunity for Vietnamese seafood enterprises. However, Ms. Hang recommends that enterprises always ensure good quality and production processes, especially the issue of traceability must be transparent. Compliance with regulations on origin, ensuring transparency in the supply chain and cooperation with authorities will help enterprises maintain their competitive advantage and protect their reputation in the international market.
Mr. Nguyen Quang Hieu, Deputy Director of the Plant Protection Department (Ministry of Agriculture and Rural Development) informed that after many years of strong growth in agricultural exports, the risk of violating regulations is present when businesses loosen quality control. While just a few small violations can affect the entire shipment.
Based on the above reality, in order to adapt to market demands, the agricultural sector is focusing on improving the “health” of the sector; seeking sustainable development solutions and improving quality. The Ministry of Agriculture and Rural Development has requested localities to strengthen supervision of growing areas and packaging facilities, and tighten inspection of pesticide residues, heavy metals and traceability.
Minister of Agriculture and Rural Development Le Minh Hoan stated that 2025 is posing unprecedented challenges for Vietnam's agricultural exports. However, along with the challenges are great opportunities for restructuring, innovation and stronger development. Minister Hoan affirmed that the development space of the agricultural sector is still wide open if it can be combined with advances in science and technology of mankind. Prioritize real connections and innovation in thinking from single value to multi-value of enterprises. Therefore, in 2025, the whole sector will need to respond more quickly to policies; boldly make recommendations on policy changes with the big goal, especially bringing benefits to farmers, developing agriculture and rural areas.
