The above figure was stated by Minister of Education and Training Nguyen Kim Son in a report on educational activities and implementation of the Government's 2024 education budget, recently sent to National Assembly deputies.
Signing this report on behalf of the Government, Minister Nguyen Kim Son said that the total revenue of local educational and training institutions and ministries and branches (total revenue of the sector) in 2024 is estimated at VND 58,094.58 billion, reaching 134% of the plan and 119% compared to 2023.
Of which, for localities, the estimated total revenue from education and training in 2024 is 17,044.50 billion VND, reaching 101.12% compared to 2023. In general, local revenue in 2024 will increase compared to 2023, but not significantly due to the implementation of Decree No. 81/2021/ND-CP dated July 28, 2021 of the Government on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training will be free of tuition for 5-year-old preschool children from September 2024, the Minister explained.
For ministries and branches, in 2024, career revenue at training institutions is expected to increase compared to 2023, reaching about 41,050.08 billion VND, equal to about 129.03% compared to the implementation in 2023.
Regarding budget expenditure, the report stated that the total estimated regular expenditure of the state budget in 2024 for the education and training sector is VND 306,128 billion, an increase of approximately 6.78% compared to 2023. Of which, the central budget is VND 24,568 billion and the local budget is VND 281,560 billion.
Estimated total investment expenditure in 2024 is about 74,433.22 billion VND, accounting for 19.6% of total state budget expenditure for education (an increase of 5% compared to the implementation in 2023).
Total state budget expenditure for education and training is 380,561.22 billion VND.
According to the central and local capital structure, in 2024, the central budget accounts for 9.54% of the total state budget expenditure for education (VND 36,287.72 billion) directly managed and used by central ministries and branches.
The proposal and recommendation section of the report stated that, with the viewpoint that investment in education and training is the top national policy and the key factor to promote rapid and sustainable economic development, the education and training sector needs to be prioritized for large-scale investment from the state budget to improve the quality of training and foster the teaching staff; invest in facilities and equipment. Prioritizing resources is also aimed at implementing policies to support learning for students; policies to support educational development for children and students in ethnic minority areas, mountainous areas, and areas with particularly difficult socio-economic conditions.
The Government recommends that the National Assembly strengthen supervision of the implementation of legal policies and the allocation of budget for education, ensuring the allocation of at least 20% of the total state budget for education and training, including regular expenditures and development investment expenditures as prescribed; supervise the implementation of Resolution No. 88/2014/QH13 of the National Assembly in allocating resources to ensure conditions for implementing the new general education program, especially resources and conditions for facilities and teaching staff - the report stated.
