On the afternoon of May 27, at the Government headquarters, Prime Minister Pham Minh Chinh received Ms. Manuela V. Ferro, Vice President of the World Bank who is visiting and working in Vietnam, and Ms. Mariam J. Sherman, Country Director of the World Bank for Vietnam, Laos, Cambodia and colleagues.
Pleased to meet again with Ms. Manuela V. Ferro and welcome her and her colleagues to visit and work in Vietnam, Prime Minister Pham Minh Chinh expressed his appreciation for the World Bank's support for Vietnam's socio-economic development since 1993, with a total capital of up to 24 billion USD, especially in the field of hunger eradication and poverty reduction; affirmed that Vietnam always attaches importance to and advocates promoting and deepening Vietnam-World Bank cooperation.
The Prime Minister hopes that the World Bank will continue to accompany and support Vietnam in implementing programs and policies to promote sustainable growth, develop green economy, digital economy, circular economy, sharing economy, knowledge economy, etc.
World Bank Vice President Manuela V. Ferro thanked the Prime Minister for taking the time to receive the delegation; informed that the World Bank has trusted and placed the World Bank Regional Office for the three countries of Vietnam, Laos and Cambodia in Hanoi; affirmed that the World Bank wishes and is ready to cooperate closely with Vietnam so that the Office's operations in the region operate effectively, bringing benefits to all three countries.
Conveying World Bank President Banga's regards to Prime Minister Pham Minh Chinh and his wish to visit Vietnam at an appropriate time, the World Bank Vice President said that the World Bank has been closely coordinating with Vietnamese ministries, sectors and agencies to thoroughly review projects and build a new phase of the Vietnam-World Bank Country Partnership Framework.
Thanking the World Bank for trusting and placing the World Bank Regional Office for Vietnam, Laos and Cambodia in Hanoi, the Prime Minister congratulated Ms. Mariam J. Sherman on her position as Country Director of the Regional Office; believing that with her extensive experience, Ms. Mariam J. Sherman will have a successful term in Vietnam.
Informing that he is ready to welcome the World Bank President to visit Vietnam, the Prime Minister welcomed the World Bank's proposal to lend Vietnam about more than 11 billion USD for about 20 projects in the next 5 years, focusing on the fields of large-scale infrastructure, energy, agriculture...
The Prime Minister suggested that the World Bank study flexible capital management models, change thinking and approaches, allocate preferential loans to focus on large-scale infrastructure development, have spillover effects, inter-regional connectivity, expand development space and effectively respond to climate change, have the nature of turning around the situation, changing the state such as the North-South high-speed railway project, Ho Chi Minh City-Can Tho railway; urban railway in Hanoi, the 1 million hectare high-quality rice project in the Mekong Delta...
Prime Minister Pham Minh Chinh said that recently, the Government has resolutely directed ministries and branches to discuss and clarify policy differences with the World Bank and propose solutions to resolve the differences, facilitating the process of preparing, negotiating and implementing projects.
Vietnam has implemented five changes including: governance, investment structure, procedural reform and a people-centered approach, the subject, goal, driving force and resources of development, ensuring harmony of interests between people, the State and businesses.
Informing that Vietnam has been and will continue to review institutions and policies, remove obstacles, and streamline procedures to promote the mobilization of foreign preferential loans for energy projects, including the World Bank's REACH Project, the Prime Minister thanked and hoped that the Bank would continue to support Vietnam in participating in the global carbon credit market, opening up new opportunities to finance Vietnam's climate commitments and goals.
The Head of Government proposed that the two sides coordinate to build the Vietnam-World Bank Country Partnership Framework for the 2025-2029 period, determine the direction of cooperation between the two sides in the coming period, especially the ability to mobilize and support resources of the World Bank for the funding portfolio for Vietnam.
Agreeing with the Prime Minister's opinion, Ms. Manuela V. Ferro highly appreciated Vietnam's outstanding achievements in socio-economic development, including very effective cooperation with the World Bank; wishing to continue accompanying Vietnam in realizing development goals by 2030 and by 2050 through specific actions and projects.
The World Bank continues to discuss with Vietnam and propose solutions to handle and promote work faster and more effectively as expected by the Prime Minister because Vietnam's success is also the World Bank's success.
