In order to fully promote the potential and advantages of cooperation between provinces/regions, gradually overcome the above difficulties and limitations, promote exchanges and cooperation between the four border provinces of Vietnam and the Guangxi Zhuang Autonomous Region, China to develop and become more substantial, the Standing Vice Chairman of the Provincial People's Committee, Chairman of the Joint Working Committee of Quang Ninh Province, on behalf of the four border provinces of Vietnam, proposed to the Guangxi Zhuang Autonomous Region (China) a number of cooperation contents between the provinces/regions in 2025 and the following period, focusing on: Focusing on thoroughly implementing the Minutes of the Conference between the Secretaries of the Provincial Party Committees of Ha Giang, Quang Ninh, Lang Son, Cao Bang provinces (Vietnam) and the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China).

Regarding Ha Giang province, speaking at the conference, Standing Vice Chairman of the Provincial People's Committee Hoang Gia Long agreed with the results achieved by the Joint Working Committee between the provinces of Quang Ninh, Ha Giang, Lang Son, Cao Bang, Ha Giang of Vietnam and the Guangxi Zhuang Autonomous Region (China). At the same time, he discussed with the Guangxi Zhuang Autonomous Region some contents on Friendship Exchange, Border Management, Education and Training and Health so that both sides can pay attention to implementing the signed agreements.
In addition to the general proposals of the provinces, Standing Vice Chairman of the Provincial People's Committee Hoang Gia Long proposed that the Guangxi Zhuang Autonomous Region thoroughly implement the Minutes of the Conference between the Secretaries of the Provincial Party Committees of Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China). In particular, coordinate well in organizing activities within the framework of the "Vietnam - China Humanitarian Exchange Year" 2025.
Continue to thoroughly and seriously implement the 3 legal documents on the Vietnam - China land border; Pay attention to promoting the official opening of the Lung Lan (Ha Giang, Vietnam) - Long Binh (Guangxi, China) border market pair according to the Agreement signed between the two sides in 2019.
Maximize the role of the Joint Working Group mechanism between the Directors of the Department of Agriculture and Rural Development of Quang Ninh, Lang Son, Cao Bang, Ha Giang provinces (Vietnam) and the Directors of the Department of Agriculture and Rural Development of the Guangxi Zhuang Autonomous Region (China). In the immediate future, it is possible to immediately implement cooperation with Guangxi in some areas such as growing vegetables, flowers, tea, and medicinal herbs. Coordinate to promote the implementation of cross-border labor management cooperation between the two sides. Continue to implement exchange and cooperation activities in the field of education and training. Ha Giang province will continue to provide a number of full scholarships for students from Baise city, Guangxi to study Vietnamese at universities in Vietnam in the 2025-2026 school year.
At the conference, the leaders of the provinces/regions agreed to identify the cooperation mechanism of the UBCTLH as an effective and typical local-level cooperation mechanism between Vietnam and China to promote mutual development. The leaders of the 5 provinces/regions agreed to continue to closely coordinate to effectively implement the cooperation contents agreed upon by the Provincial and Regional Party Secretaries at the Spring Meeting program in 2025.
In particular, the provinces and regions continue to thoroughly grasp and effectively implement the Joint Statement between Vietnam and China in 2022, 2023 and 2024, as well as the common perceptions of the senior leaders of the two Parties and the two States; strengthen exchanges, promote delegation exchanges, maintain the existing cooperation mechanism with the direction of improving the level and effectiveness of cooperation; continue to negotiate amicably together to resolve difficulties and problems arising in cooperation in all fields; actively participate in and coordinate the research work on models for building the Vietnam - China Cross-border Economic Cooperation Zone;...
