Tonight (October 27), news from Mr. Le Thuan Van, Chairman of the People's Committee of Thai Thuy Commune, Le Thuy District (Quang Binh) said that a local youth volunteer was swept away by water and went missing while helping people in flooded areas evacuate.

The victim was identified as Le Ngoc Hon (born 2002, residing in Thanh Son village, Thai Thuy commune, Le Thuy district).
According to Mr. Van, although forces were prepared early to support the evacuation of more than 60 households in low-lying areas of Thai Thuy commune, due to the rapid flow of water from the Kien Giang River upstream, many areas were quickly flooded.
While helping local people evacuate, Anh Hon was swept away by the water and is currently missing.

"We mobilized many forces to help the people, but the water rose too quickly. Unfortunately, during the process of helping the people, a volunteer youth was swept away by the water and is currently missing. The commune reported and asked for help from the district and province to search for the missing person and evacuate people from the flooded area," Mr. Van added.
According to records in Le Thuy district, continuous heavy rain caused water to start flooding people's yards.
As of 4:00 p.m. on October 27, Le Thuy district had evacuated 73 households and 201 people in Kim Thuy, Lam Thuy, Thai Thuy and Kim Thuy communes.
Floods cause isolation and landslides in many localities
A quick report from the Steering Committee for Natural Disaster Prevention, Search and Rescue and the Steering Committee for Civil Defense of Quang Binh province said that due to the impact of storm Trami, from 0:00 on October 26 to 16:00 on October 27, the province experienced moderate to heavy rain, and in some places very heavy rain, with many localities experiencing rainfall of over 500mm.
Currently in some localities there is heavy rain, causing many roads to be cut off.
Heavy rains caused flooding, isolating Tan Ly and Bach Dan villages (Lam Thuy commune); Con Cung village (Kim Thuy commune) of Le Thuy district. In Quang Ninh district, 8 villages were isolated by floodwaters, including: Doc May, Rin Rin, Hoi Ray, Nuoc Dang (Truong Son commune); Khe Day, Khe Ngang, Hang Chuon, Na Lam, Truong Nam (Truong Xuan commune) with 369 households and 1,314 people.
National Highway 9B was flooded at many points including: the spillway at Km 41+900 was 0.4m deep; the spillway at Km 43+700 was 0.6m deep. On National Highway 9C, section Km 21+100, the flooding was about 1m deep, about 500m long. National Highway 15 at Bung culvert at Km 562+200 was 1m deep. In addition, the spillway at Km 7+800 of Provincial Road 558B (Quang Hop Commune, Quang Trach District) was 1m deep...
Heavy rain also caused landslides in the coastal area of Thanh Xuan village, Thanh Trach commune (Bo Trach) about 1.5km long, 2-3m deep. On National Highway 9B, at Km 77+580, the negative slope collapsed about 15m long, eroding to the foot of the roadbed and the positive slope collapsed at 32 locations, with a volume of about 2,000m 3 .
Previously, Le Thuy district coordinated with relevant agencies to evacuate 73 households with 201 people in Kim Thuy, Lam Thuy, and Ngan Thuy communes to safe places. Currently, the capacity of 35 large and medium-sized irrigation reservoirs in the province managed by the Irrigation Works Exploitation Company Limited has reached 68% of the design capacity; the average capacity of reservoirs managed by localities has reached 67.3% of the design capacity.
