By 2025, Hanoi strives for health insurance coverage to reach 95.5% of the population.

According to the Plan, Hanoi strives to have a health insurance coverage rate of 95.5% of the population by 2025; the number of people participating in compulsory social insurance reaching 47.5% of the working-age workforce; the number of people participating in voluntary social insurance reaching 3.5% of the working-age workforce; the number of people participating in unemployment insurance reaching 45% of the working-age workforce.

At the same time, implement solutions to recover late social insurance payments, reduce the rate of late payments below the national average. Control health insurance medical examination and treatment costs; prevent abuse and profiteering of the health insurance fund. Resolve and pay social insurance and unemployment insurance benefits promptly and fully to ensure the rights of participants. Strictly manage the payment of short-term social insurance benefits, one-time subsidies, and unemployment insurance benefits; organize inspections, supervision, and prevention of fraud, abuse, and profiteering of the fund.

According to the Plan, Hanoi will carry out the following tasks: Disseminate and popularize laws to raise awareness of agencies, units, businesses, employees and each citizen about social insurance and health insurance policies. Synchronously deploy groups of solutions to rapidly and sustainably develop social insurance, health insurance and unemployment insurance participants.

At the same time, implement solutions to reduce the amount of late social insurance payments, ensuring the legitimate rights and interests of employees. Control health insurance medical examination and treatment costs. Reform administrative procedures, apply information technology, create favorable conditions for people and businesses to participate in and enjoy social insurance, health insurance, and unemployment insurance regimes. Resolve and pay social insurance and unemployment insurance regimes in a timely manner.

Regarding implementation: The City Social Insurance proactively coordinates with departments, branches, sectors, People's Committees of districts, towns to implement solutions to develop social insurance and health insurance participants, recover late social insurance and health insurance payments; directs Social Insurance of districts, towns to proactively coordinate with departments, branches, sectors and People's Committees of communes, wards and towns in implementing social insurance and health insurance policies; propagates social insurance and health insurance policies, mobilizes people to participate in voluntary social insurance and family health insurance; promptly resolves social insurance, health insurance and unemployment insurance regimes for employees in accordance with regulations; resolves and pays social insurance regimes, one-time allowances, and unemployment insurance regimes fully and promptly.

Along with that, coordinate with departments, branches, sectors and localities to organize inspections, checks, detect, prevent and handle cases of late payment, fraud and profiteering of social insurance and health insurance funds. Expand and improve the efficiency of the activities of social insurance and health insurance collection service organizations in the city; regularly train and improve the qualifications and skills of collection service organization staff in the work of propaganda and development of voluntary social insurance and family health insurance participants.

The Department of Labor, War Invalids and Social Affairs organizes inspections and examinations of labor, employment, occupational safety and hygiene, and social insurance at units and enterprises in the city; coordinates with the City Social Insurance and related units to conduct interdisciplinary inspections of the implementation of social insurance, health insurance, and unemployment insurance policies, especially units that are late in paying social insurance, health insurance, and unemployment insurance; promptly rectify and resolutely handle administrative violations; directs affiliated vocational training institutions to propagate and mobilize students to participate in health insurance to reach 100%; directs the Hanoi Employment Service Center to coordinate with social insurance agencies to resolve unemployment insurance policies and recover unemployment benefits that are not in accordance with regulations.

In addition, the City People's Committee requires to specify and clearly define the work content associated with the assignment of specific tasks and responsibilities for each Department, Board, branch, People's Committee of districts, towns in implementing the policies of social insurance, health insurance, unemployment insurance; at the same time, there are solutions to organize scientific, drastic, synchronous, effective implementation, and strive for the highest effort to contribute to the successful implementation of the set goals and tasks.
