According to the inspection results, from July 2019 to May 2022, while holding the position of leader of the Economic and Infrastructure Department, Mr. Nguyen Quang Toan was irresponsible and violated State regulations in managing and using budget funds to deploy and implement planning in the district with a total amount of more than 1 billion VND.
Specifically, Mr. Nguyen Quang Toan illegally paid the cost of surveying and mapping, and planning the construction of Kbang district to the consulting unit of more than 977 million VND when there was no acceptance report, the consulting unit had not issued an invoice (phase 2); paid when the planning project had not been approved by the Provincial People's Committee, had not yet conducted acceptance, liquidated the contract, and the consulting unit had not issued an invoice for completed volume (phase 3).
The inspection results also showed that Mr. Nguyen Quang Toan approved payment of business expenses not in accordance with regulations with an amount of more than 68 million VND.
From June 2022, Mr. Toan was transferred to the position of Director of the District Construction Investment Project Management Board (abbreviated as the Project Management Board). In October 2022, the People's Committee of Kbang district decided to approve the design of the inter-commune road from Bngăl village, Kong Long Khong commune to village 3, Dak Hlo commune with a total investment of 36.5 billion VND, of which the estimated volume of K98 soil purchased from the mine is nearly 11,700m3 with an amount of more than 1.5 billion VND...
From the above violations, the Inspection Committee of Kbang District Party Committee requested Mr. Nguyen Quang Toan to seriously review, accept the disciplinary action; and be responsible for coordinating with relevant units to complete the planning project of Kbang district according to the direction of the Provincial People's Committee.
In addition to the proposal to discipline Mr. Toan, the Kbang District Party Committee's Inspection Committee also requested the Kbang Town Party Committee to discipline Ms. Ta Thi Van, former accountant of the Economic-Infrastructure Department, who advised on illegal payments of more than VND977 million, and improper business expenses and car rental of more than VND57 million.
The Inspection Committee of Kbang District Party Committee also requested to review the responsibility of Mr. Pham Thanh Nhan, Head of Economic - Infrastructure Department, former Deputy Director of the District Construction Investment Project Management Board and a number of other officials...
Along with that, the Inspection Committee of Kbang District Party Committee requested the People's Committee of Kbang District to review the collective and individual responsibilities of the Department of Natural Resources and Environment and the People's Committee of Kong Bo La Commune related to the illegal land exploitation case.
