Yen Bai province focuses on synchronously implementing tasks and solutions for sustainable poverty reduction.
Yen Bai still has many difficulties, but it is true to the concerns of Provincial Party Secretary Tran Huy Tuan: "If we keep using "poverty" to "complain about difficulties and suffering" without proactively seeking directions, opportunities, and taking decisive action, we will never be able to break through and rise up."
DETERMINED, PROACTIVE BREAKTHROUGH AND REACH OUT
Although still poor in economy but rich in ideas, always innovative, positive and proactive thinking, Yen Bai province has implemented many appropriate and effective solutions and methods to reduce poverty sustainably. This is not only the determination and efforts to carry out the political tasks of the Party Committee, government and local leaders but also a story of profound human meaning and affection.
Speaking to reporters, Yen Bai Provincial Party Secretary Tran Huy Tuan said: “Yen Bai pays special attention to poverty reduction, mobilizing the participation of the entire political system, the business community and all classes of people in poverty reduction. Right from the beginning of the 2020-2025 term, the Provincial Party Standing Committee issued a specialized Resolution on continuing to effectively lead the work of sustainable poverty reduction in the 2021-2025 period, with a vision to 2030. Every year, the Provincial Party Committee issues an Action Program to lead the implementation of political tasks, including poverty reduction; At the same time, issue the Provincial Party Committee's Plan on implementing the goal of sustainable poverty reduction, clearly define poverty reduction targets for each locality and assign specific responsibilities to departments, branches, sectors, and organizations to help poor households in extremely disadvantaged communes according to the motto "assigning tasks, contracting products", each year mobilizing and helping over 1,000 poor households in extremely disadvantaged communes escape poverty...".
Along with that, Yen Bai province has paid attention to issuing local-specific Resolutions and policies integrated with the Central Government's policies to achieve the goal of multidimensional poverty reduction. It is necessary to mention: Policies to support the development of agricultural and forestry production, rural road construction, policies to support education, health care, human resource training, vocational training; focusing on implementing social security policies, supporting vocational training, and job creation. Most recently, in the face of the severe impacts of storm No. 3 (Yagi), in September 2024, Yen Bai promptly and urgently issued important decisions for people's lives. These are policies to support damage to agricultural production; policies to exempt tuition fees for the 2024-2025 school year for students at public educational institutions in the whole province and instructions on implementing support policies for households whose houses were damaged by storm No. 3.
In terms of development and practical action, Yen Bai always sets the goal of improving the quality of life and happiness index of the people as the core value. In particular, special attention is paid to eliminating dilapidated houses, realizing the dream of housing for poor and near-poor households. In 2023, Yen Bai province issued a project to support the construction of houses for poor and near-poor households in the period of 2023 - 2025, with the goal of renovating and repairing 3,022 houses.
With the high political determination of the entire political system, the solidarity of the whole society; arousing the will of self-reliance and activating the enormous human and material resources among the people; by flexibly and effectively integrating resources from the National Target Program and socialized resources, by the end of 2024, Yen Bai had completed 3,022/3,022 houses, reaching the target one year ahead of the Project target. In addition, in 2024, the province supported the construction of 1,523 houses for households damaged by storm No. 3 (Yagi) in the whole province with a total support fund of over 98 billion VND, from socialized sources.
In sustainable poverty reduction, Yen Bai has synchronously implemented tasks and solutions; strengthened the leadership of Party committees and authorities at all levels, improved the effectiveness and efficiency of state management; promoted the role and responsibility of the political system and people of all walks of life. At the same time, diversified livelihoods, supported production development, increased income for poor and near-poor households; paid attention to implementing policies to support poor and near-poor households to access basic social services.
In the context of many economic and budget difficulties, the province has prioritized integrating and allocating investment resources to poor districts, especially disadvantaged communes, ethnic minority and mountainous areas to develop essential and synchronous infrastructure to strengthen regional connectivity, creating favorable conditions for people, especially poor and near-poor households in disadvantaged areas, to promote production development, increase trade, and improve access to social services to escape poverty sustainably. The state's poverty reduction support policies have always been fully and promptly implemented by localities.
Many localities in the province have had good, creative and effective ways of doing things; paying attention to doing a good job of propaganda and mobilization, creating changes in the awareness of authorities at all levels, people, especially poor households, near-poor households in ethnic minority areas about poverty reduction, arousing the will and self-awareness of the poor to strive to escape poverty, not relying on state support; over the years, many poor households have voluntarily applied to escape poverty.
SUSTAINABLE POVERTY REDUCTION - THE DOOR TO HAPPINESS
From the poorest province in the country with many difficulties, Yen Bai has been rising to become one of the dynamically developing provinces in the Northern Midlands and Mountains region; with will and aspiration, determination, great effort and endogenous strength, with synchronous, flexible and effective implementation of socio-economic development tasks and solutions, achieving many important, quite comprehensive and outstanding results.
Yen Bai's economic picture has many bright spots. In 2024, the GRDP growth rate reached 7.91%, exceeding the set plan, the second highest growth rate in the past 10 years (after 8.88% in 2022), ranking 7th out of 14 provinces in the region and 25th out of 63 provinces and cities nationwide; the average of 4 years (2021 - 2024) reached 7.54%, exceeding the target set by the Resolution of the 19th Provincial Party Congress with many key economic indicators increasing sharply.
The economic structure continues to shift positively. The agricultural and rural areas affirm their role as an important pillar of the economy with a consistently high growth rate. Agricultural production continues to maintain a fairly high growth rate in the context of many agricultural areas being severely affected by natural disasters and floods, reaching 3.56%, ranking 2nd out of 14 provinces in the Region. Industry continues to develop steadily. A number of infrastructure investment projects in industrial parks and clusters, large-scale industrial production and processing projects have been attracted (Tran Yen Industrial Park, Erex Sakura Yen Bai Biomass Fuel Plant Project; 03 Phu Thinh industrial clusters, Yen Binh district...), creating momentum for socio-economic development in the coming years. Trade and services have developed rapidly and flourished with a growth rate of 8.94%, ranking 2nd in the Region and 6th nationwide (the highest ever).
Poverty reduction and new rural construction continue to be bright spots. At the beginning of the 2016-2020 period, the poverty rate of Yen Bai province was 32.21%, the 6th highest in the country. After 5 years of implementing the National Target Program on Sustainable Poverty Reduction, Yen Bai has reduced the poverty rate to 4.76% (in 2021), an improvement of 10 ranks compared to the beginning of the term (an average decrease of 5.03%/year), the poverty rate among ethnic minorities decreased by an average of 7.66%/year, much higher than the average of the whole province and the whole country.
By the end of 2024, the poverty rate in the province will be 5.68%, the near-poor rate will be 2.99% according to the poverty standard for the period 2021 - 2025. According to the announcement of the Ministry of Labor, War Invalids and Social Affairs in Decision No. 217/QD-BLDTBXH dated February 4, 2025, the multidimensional poverty rate of Yen Bai is 8.66%, ranked 15th out of 63 provinces and cities, an improvement of 5 ranks compared to the beginning of the term; 4th lowest out of 14 provinces in the Northern Midlands and Mountains (after Thai Nguyen, Bac Giang and Phu Tho provinces). The whole province has 113/146 communes meeting new rural standards, accounting for 77.4% of the total number of communes in the province, approaching the national average, 1.5 times higher than the average of the whole region; 5/9 district-level administrative units were recognized as meeting new rural standards or completing the task of building new rural areas.
Along with economic and social development, ensuring national defense and security, building the Party and the political system, sustainable poverty reduction has truly opened the door to happiness for the people. From a difficult land, Yen Bai has been proving that, with will, faith and constant creativity, all limits can be overcome. The journey ahead is not only a challenge, but also an opportunity for Yen Bai to affirm its position, together with the whole country, firmly stand firm and take action to enter a new era, an era of development, all for the prosperous life of the people, so that in the near future, Yen Bai confidently builds a happy province./.
