People in Dak Xu commune (Ngoc Hoi district, Kon Tum) continuously reported that construction units of the Plei Kan Memorial Stele project were transporting soil out of the project area.

TRANSPORTING PROJECT SOIL TO RESIDENTIAL HOUSES

The construction site of the Plei Kan Memorial Stele (part of the project to invest in the restoration and upgrading of the national historical site of Plei Kan Victory) is about 2 km from the People's Committee of Dak Xu commune. Here, the construction units have leveled a hill with an area of ​​up to thousands of square meters.

Construction units scoop soil onto trucks to transport to all over Ngoc Hoi district.

On the morning of February 13, an excavator leveled and piled up soil inside the project area. By noon of the same day, a line of trucks drove into the project area to pick up soil. After the soil was filled, the trucks hurriedly drove to different areas in Ngoc Hoi district.

Specifically, at around 12:50 p.m. the same day, after the truck was full, the BS 82C-065.xx truck left the construction site and headed towards Plei Kan Town. A few minutes later, when it reached Hai Ba Trung Street (Plei Kan Town), the truck stopped and dumped soil to fill the low-lying area on the right side of the road. At around 1:50 p.m., the soil truck BS 77C-037.xx also started to leave the construction site and head north along National Highway 14. After reaching Nong Noi Village (Dak Nong Commune, Ngoc Hoi District), the truck stopped and dumped soil into a resident's house.

After leaving the construction site, the trucks hurriedly transported soil everywhere in Ngoc Hoi district.

On February 13, dozens of trucks were rushing to transport soil from the construction site of the Plei Kan memorial stele to many different locations in the district, such as Ngoc Yen Phuc village (Dak Xu commune), Nong Noi village (Dak Nong commune), Hai Ba Trung and Nguyen Hue streets (Plei Kan town)...

"DO NOT TRANSFER SOIL TO ANYWHERE ELSE"

Speaking to Thanh Nien reporter, Mr. Nguyen Chi Tuong, Chairman of Ngoc Hoi District People's Committee, said that the project to invest in, restore and upgrade the national historical site of Plei Kan Victory, associated with the relocation, design and construction of a new Plei Kan Memorial Stele, has a total investment of about 14 billion VND. The project is being implemented on a 5,000 m2 land area, assigned to the Ngoc Hoi District Investment and Construction Project Management Board as the investor. The winning contractor is a consortium of Son Ca, Quang Hung, Huynh Dat and Ninh Van enterprises.

Soil was transported from the project to Nong Noi village (Dak Nong commune) with a distance of about 20 km.

According to Mr. Tuong, in principle, when constructing a project that requires leveling the ground, it is necessary to plan a landfill to collect the soil. Construction units must bring excess soil from the project to the landfill and cannot transport it elsewhere.

In response to reporters' reflection on the construction unit transporting soil out of the project, Mr. Tuong said he would direct an inspection and when there is information, he will respond to the press.

The Plei Kan Memorial House was formerly located in Plei Kan Town Park (Ngoc Hoi District), built in 1993 to commemorate the heroic martyrs who fell in the great resistance war of the nation. Over time, the memorial house has been degraded and damaged. The People's Committee of Ngoc Hoi District requested the Provincial Party Committee and the People's Committee of Kon Tum Province for approval and consulted with veteran revolutionary cadres in Plei Kan Town about relocating and rebuilding the Plei Kan Memorial House within the national historical site of the Plei Kan Victory in Dak Xu Commune.

The Provincial Party Committee and the Provincial People's Committee of Kon Tum have agreed on the project to invest in, restore and upgrade the national historical relic site of Plei Kan Victory, in conjunction with the relocation, design and construction of a new Plei Kan Memorial Stele. This content has been commented on by the Ministry of Culture, Sports and Tourism in Official Dispatch No. 883/BVHTTDL-DSVH, dated March 6, 2024.
