The planning of Ca Mau province for the period 2021 - 2030, with a vision to 2050, was created with the spirit of innovation in thinking, approaches and planning methods, based on the province's unique economic potentials and advantages. At the same time, developing the economy with a green economic mindset, in harmony with nature; promoting economic restructuring associated with growth model innovation for rapid, comprehensive and sustainable development.
At the conference to announce the Planning and Investment Promotion of Ca Mau province at the end of 2023, Prime Minister Pham Minh Chinh said that the planning of Ca Mau province is of special importance, creating new development space, promoting sustainable and effective development of industries and fields, helping to exploit and maximize the potential and strengths of the province.
"Ca Mau has many distinct potentials, outstanding opportunities, and competitive advantages for rapid and sustainable socio-economic development. It is an attractive destination for domestic and international investors, creating development momentum not only for Ca Mau, but also spreading to the Mekong Delta and the whole country," the Prime Minister affirmed.
3 economic regions, 5 growth poles, 2 economic corridors
According to the Plan, Ca Mau province focuses on developing 3 economic zones, 5 growth poles, 2 economic corridors and development linkage axes. Specifically, the spatial organization plan for socio-economic activities includes 3 economic zones and 5 growth poles including:
Firstly , the central service - urban - industrial development area (with the growth pole being Ca Mau city).
Second, the urban - industrial - economic development area of fisheries, agriculture and forestry along the West coast (with the growth pole being Song Doc urban area).
Third, the industrial - urban - economic development zone of fisheries, agriculture and forestry along the East coast (with growth poles being Nam Can urban area associated with Nam Can Economic Zone, Tan Thuan urban area and Dat Mui urban area associated with Hon Khoai General Seaport).
At the same time, organize spatial linkage of socio-economic activities of the province through the formation of 2 economic corridors and development linkage axes: North - South economic corridor (Ca Mau City - Cai Nuoc - Nam Can - Dat Mui); East - West economic corridor (Tan Thuan - Dam Doi - Song Doc).
Regarding the development linkage axes that create a connecting and smooth space, including: National Highway 1 axis: is the national urban economic corridor axis that goes through the center of Ca Mau City and to Nam Can; National Highway 63 economic - urban axis: connecting Ca Mau City and going to Xa Xia border gate (Kien Giang); Southern coastal economic - urban axis connecting Ca Mau City with Rach Gia City (Kien Giang); Marine and coastal economic axis: the ability to connect with international and national sea routes; Intra-regional economic - urban axis: From Ca Mau City to Song Doc, Dam Doi town and connecting with Ganh Hao port (Bac Lieu province) and the National Waterway Economic Axis.
Mr. Lam Van Bi, Member of the Provincial Party Standing Committee, Vice Chairman of the People's Committee of Ca Mau province, commented that the planning of Ca Mau province for the period 2021 - 2030, with a vision to 2050, is of special importance in creating the premise, orienting socio-economic development and attracting investment of Ca Mau province in the upcoming development journey.
The planning has integrated new elements to maximize the potential, comparative advantages, outstanding and unique of the province, solving the difficulties and challenges of the province in the previous period. The approved provincial planning is also an important basis for Ca Mau to formulate policies and build socio-economic development plans for the province in the present as well as the future.
“This not only helps Ca Mau to make a breakthrough and develop strongly, but also connects with localities in the Mekong Delta as well as localities across the country to develop together,” the Vice Chairman of the People's Committee of Ca Mau province emphasized.

Striving to become a marine economic center
The development perspective of Ca Mau province in the period of 2021-2030, with a vision to 2050, is to ensure democracy, continuity, inheritance, stability and development. At the same time, it is reasonable and effective to promote the potential, outstanding and unique opportunities, and advantages of the sea and islands as the foundation for the rapid, sustainable and comprehensive socio-economic development of Ca Mau province.
Ca Mau strives to become one of the marine economic centers and renewable energy centers of the Mekong Delta.
To achieve the above goal, Ca Mau prioritizes the implementation of the Ca Mau Provincial Planning for the period 2021 - 2030, with a vision to 2050, effectively promoting the potential, comparative advantages, and specific and distinct competitive advantages of Ca Mau province compared to other localities. Continue to restructure the economy in conjunction with transforming the development model towards improving growth quality and improving productivity, quality and adaptability of the economy.
The province will also prioritize investment in completing a synchronous and modern infrastructure system, focusing on transport infrastructure, urban infrastructure, economic zone infrastructure, industrial zones and clusters, tourism infrastructure, irrigation infrastructure, dykes, natural disaster prevention and climate change. Expand investment forms, create favorable conditions to mobilize capital from economic sectors to invest in infrastructure under the public-private partnership (PPP) method and other suitable investment methods.
With the marine economy associated with effective exploitation, the province will implement investment procedures to build the Ca Mau seaport system including: Hon Khoai Port (on Hon Khoai Island, Ngoc Hien District), Nam Can Port (Nam Can District), Song Doc Port (Tran Van Thoi District) according to the Plan. Continue to review and propose competent authorities to consider and soon issue specific policies and mechanisms for the Mekong Delta region; including a separate policy for Ca Mau province.
With the motto "Taking people and businesses as the center of service", Ca Mau will strive to create trust from the business community and investors, improve the quality of administrative reform, improve the investment and business environment, create favorable conditions for economic sectors, and ensure healthy, equal and transparent competition.
In addition, strengthen research, application, transfer and strong development of science - technology, innovation in important sectors and fields of the province, promote digital transformation, develop digital economy and digital society.
