STID model helps Vietnam develop a modern and sustainable digital society

The STID model (Science. Technology. Innovation. Digital) reflects global trends and is an important strategy for Vietnam in developing a modern and sustainable digital society.

For decades, the STID model has been considered the traditional approach to science and technology development. This process starts from scientific research, to technology development, to creating innovation and finally promoting digital transformation. This is an important strategy, not only promoting domestic science and technology but also helping Vietnam catch up with global development trends.

However, according to Minister of Science and Technology Nguyen Manh Hung, instead of following the traditional process: Science → Technology → Innovation → Digital transformation, a new approach is gradually taking shape: Digital transformation → Innovation → Technology → Science.

Digital Transformation: Opportunity for Innovation

According to Minister Nguyen Manh Hung, one of the key factors in “reverse thinking” is digital transformation. Digital transformation is not just a concept or a technology trend, but it has become an indispensable factor in all activities of modern society. Thanks to the strong development of digital technology, digital platforms, cloud computing, Internet of Things (IoT) and artificial intelligence (AI), the technology environment is becoming increasingly rich and diverse.

Digital platforms not only foster creativity but also provide opportunities for innovative ideas to be realized in real life. As digital technology becomes more popular, businesses and organizations can easily connect and apply advanced technologies in areas such as healthcare, education, agriculture, manufacturing and many other industries. The digital environment not only fosters creativity but also increases the ability to connect and collaborate in these areas, thereby creating breakthroughs in innovation.

As innovative ideas are conceived and developed, it creates a real need for advanced technology to implement and apply innovative solutions into practice.

For example, areas such as artificial intelligence (AI), big data, Internet of Things (IoT) and blockchain are becoming key technologies to realize innovative ideas. These technologies not only create new products and services but also help improve work processes, increase production efficiency and provide breakthrough solutions to social problems.

Organizations and businesses need technology not only to optimize current processes but also to find, develop and apply new initiatives to their operations. This is one of the reasons why innovation is a key factor in promoting technological development, contributing to creating an increasingly intelligent and efficient society.

Technology creates demand for scientific research

Once new technology is widely applied and innovative ideas are realized, it will create a need for scientific research. Technological development cannot be without scientific research. Advanced technologies pose problems for scientific research to perfect, optimize and improve performance.

In some fields such as physics, chemistry, engineering, or medicine, the development of technology always comes with challenges that require scientific research to solve. It is the practical needs from technology that will be the driving force to promote scientific research to find solutions, improve and develop new technologies.

As new technologies emerge and are widely applied in various fields, problems arise that need to be solved, thereby raising challenges that require scientific research. It is a continuous process, in which each step of technological development leads to questions, problems and needs for scientific research.

Unlike the traditional scientific development model, the “reverse model” starts from practical needs to scientific research. This process starts from practical problems in society, is solved through digital transformation and innovation, creates demand for technology, and finally leads to scientific research to perfect and optimize those technologies.

Minister Nguyen Manh Hung also said that this reverse model not only reflects the interaction between factors in the development chain but also encourages flexibility and creativity in applying technology in practice. It allows the development of science and technology to become more practical, originating from real needs and problems in society, instead of just following traditional scientific theories or processes.

With a strategic vision, this model not only solves practical problems in society but also creates a favorable environment for innovation, science and technology to develop. STID is expected to be the key for Vietnam to go further in building a modern, smart and sustainable digital society.

Minister Nguyen Manh Hung also emphasized that science, technology, innovation and digital transformation must aim at the ultimate goal of increasing national competitiveness, contributing to socio-economic development, ensuring national defense and security, and improving people's quality of life.

Minister Nguyen Manh Hung also proposed 3 groups of breakthrough solutions. In which, the group of solutions on digital transformation is mainly administrative decisions, moving all activities to the digital environment and changing the operations of organizations with technology, especially AI, this is not a technological issue but mainly institutions and administrative decisions, which can be done quickly.

The group of solutions on innovation focuses on promoting technological innovation of enterprises to increase labor productivity, mainly through preferential loan mechanisms and tax reductions; promoting creative startups of new business models and new technologies, mainly through venture capital funds and sandbox mechanisms.

The group of solutions on science and technology focuses on investing in upgrading science and technology infrastructure, modern labs, persistently bringing basic research to universities (because this is where basic research human resources including professors and graduate students are concentrated), technology development focuses on technology institutes and enterprises; there is a tax discount policy for science and technology development expenses of enterprises, to stimulate enterprises to spend on research and development, achieving the target of 60-80% of science and technology expenses coming from enterprises.

Science and technology at this time mainly focus on strategic technologies, which are technologies that create breakthrough development, high quality development, high added value, create a foundation for other industries, helping to put Vietnam at the forefront of science and technology. Basic research must also focus on supporting the development of strategic technologies and strategic products of the country./.
