How to re-issue license plate if lost due to natural disaster or flood?

Losing a license plate during a storm or flood is an unavoidable event, and many car owners do not know what to do to get it reissued. Regarding this issue, lawyer Diep Nang Binh, Head of Tinh Thong Luat Law Office, said that according to the provisions of Clause 2, Article 11, Circular 58/2020/TT-BCA, the case of a lost license plate is subject to reissuance of the license plate.

Therefore, people who lose their license plates due to natural disasters, storms and floods are required to re-issue their license plates and need to go to the competent authority to carry out the re-issuance procedures.

To apply for a new license plate, the vehicle owner needs to prepare the following documents:

Vehicle registration form according to form 01 provided by the competent authority.

If individual: Must present ID card, Citizen ID card, or Family register.

If it is an organization or agency: The representative's ID card or Citizen ID card is required, along with a power of attorney if the representative is not the direct vehicle owner.

Submit application

After preparing all the documents, the vehicle owner will submit them to the vehicle registration office where he/she resides or where the organization is headquartered. People can choose to submit the application directly at:

Traffic Police Department of Provincial and Central City Public Security.

District police or vehicle registration points of district police.

According to regulations, the agency with which the vehicle is registered is responsible for reissuing the license plate for the lost vehicle. Submitting the application directly helps the vehicle owner to quickly get the issue resolved and ensures the application processing time is in accordance with regulations.

According to Circular 229/2016/TT-BTC, the fee for reissuing a lost license plate is 100,000 VND/time/vehicle. The vehicle owner will submit this fee along with the application to the competent authorities.

After submitting all documents and fees, the vehicle owner will receive an appointment letter. According to Decision 933/QD-BCA-C08, the police agency will reissue the license plate after receiving valid documents. The time to complete the reissuance of a lost license plate is no more than 7 working days from the date the application is approved.
